Here's how a Workforce Manager for PCL Solar Constructors USA Inc. within Solar USA contributes to our team:
Responsibilities
-
Lead workforce strategy and planning for U.S. Solar, partnering with operations and project leadership to forecast workforce needs and support project pursuits, mobilization, execution, and geographic expansion.

Lead workforce readiness assessments for new and existing markets, identifying applicable federal, state, and local workforce requirements, including licensing and registration requirements, labor standards, trade requirements, and other jurisdiction-specific considerations.

Evaluate labor market conditions, craft availability, regional wage conditions, union presence, and other workforce factors to identify risks and develop appropriate staffing and workforce strategies.

Provide leadership and oversight for craft recruiting, onboarding, workforce administration, mobility, redeployment, and demobilization across U.S. Solar projects.

Provide guidance on craft trades, job classifications, scopes of work, wage structures, project rates, and rate distribution in partnership with Operations, Compensation, Payroll, and HR.

Oversee workforce compliance related to the Inflation Reduction Act (IRA), Davis-Bacon Act, prevailing wage, fringe benefits, certified payroll, and apprenticeship requirements.

Lead apprenticeship and craft workforce-development strategies to support project requirements and develop sustainable skilled-trade pipelines.

Monitor evolving federal, state, and local labor and employment legislation and assess potential impacts to workforce practices, project mobilization, compensation, and operations.
-
Provide guidance to leaders on craft employee and labor relations matters, including performance management, progressive discipline, grievances, collective bargaining agreements, and union-related matters.

Partner with HR, Legal, Operations, and other subject-matter experts on complex labor relations, regulatory, and workforce compliance matters.
-
Lead and develop the Workforce team, including recruiting, workforce administration, apprenticeship, and IRA compliance functions, establishing priorities and ensuring consistent execution across projects.
-
Analyze workforce metrics and trends to identify risks, opportunities, and process improvements that support operational and business objectives.
-
Lead the administration and continuous improvement of workforce programs, processes, systems, and controls, including applicable drug and alcohol programs.
Qualifications
-
Bachelor’s degree in Human Resources, Labor Relations, Business, Construction Management, or related field, or equivalent experience preferred.
-
10 years of progressive experience in workforce management, construction workforce operations, human resources, labor compliance, or related field.
-
5+ years of supervisory experience with demonstrated ability to lead and develop multidisciplinary teams.
-
Strong knowledge of craft recruiting, workforce planning, construction trades, job classifications, and wage/rate structures.
-
Knowledge of the Inflation Reduction Act, Davis-Bacon Act, prevailing wage, fringe benefit, and apprenticeship requirements.
-
Experience researching and applying federal, state, and local workforce requirements across multiple jurisdictions.
-
Working knowledge of labor relations, collective bargaining agreements, union environments, employee relations, and applicable labor and employment laws.

Strong business acumen with the ability to partner with Operations and translate workforce requirements into practical business solutions.

Strong analytical, critical-thinking, communication, negotiation, and relationship-management skills.
-
Experience developing scalable workforce processes and strategies across multiple projects or geographic markets.
