Summary
THIS IS A MERIT ARMY NATIONAL GUARD TITLE 32 EXCEPTED SERVICE POSITION UNIT: J4, AASF #1 LOCATION: Saint Paul, Minnesota SELECTING OFFICIAL: CW3 Jasen Hadley (320) 616-2670 ARMY NATIONAL GUARD MEMBERSHIP IS REQUIRED
Duties
Major Duties: This is not an all-inclusive list A LOGISTICS MANAGEMENT SPECIALIST (MERIT, T32), GS-0346-11, 1. Serves as an advisor to the Supervisory Logistics Management Specialist on all Combat Service Support (CSS) Automated Logistics Information Systems and Programs. Exercises knowledge and oversight for all matters pertaining to the fielding and operation of Automated Logistics Information Systems and Programs. Utilizes an extensive knowledge of logistics programs/operations and a clear understanding of automated systems to manage projects and programs for systems integration of CSS automation. Identifies funding requirements to support SASMO operations, justifies and submits budget requirements for State operating budget, and executes funds received. (25%) 2. Serves as a Systems Administrator for all Automated Logistics Information Systems and Programs and as the technical expert within the state/territory responsible for providing technical and functional guidance for serviced Automated Logistics Information Systems and Programs. Reviews SASMO Standard Operating Procedures (SOPs) to ensure they are current (i.e., help desk, repair operations, etc.). Evaluates trouble tickets escalated from the help desk, setting priorities on a weekly and monthly basis. Troubleshoots diagnoses, and resolves technical problems identified in trouble tickets and initial setup of serviced Automated Logistics Information System computers to include loading software, configuring modem and network card(s), assigning Internet Protocol (IP) addresses with correct subnet, connectivity to the network as required, coordinating with other support personnel, and completing technical inspections. Develops programs to ensure software and vulnerability updates are applied in proper order. Coordinates and communicates with Department of the Army (DA), National Guard Bureau (NGB), Program Executive Offices (PEO)/Program Managers of supported systems, regarding CSS operations and automated systems support, problem resolution, software upgrades and change packages. Assists functional users in automated CSS systems management and operation. (25%) 3 Serves as the primary point of contact for Functional Administrators and users of the serviced database(s). Administers the day-to-day database operation and maintenance of the serviced database(s). Performs tests to ensure serviced database(s) efficiently collects, stores, and processes data. Evaluates, determines, and initiates corrective action to recover or restore data and return the database(s) to operational status. Resolves issues and problems concerning the effectiveness and efficiency of Automated Logistics Information Systems and Programs administrative and systemic work operations. Utilizes knowledge of logistics management principles, policies, and procedures to implement, establish, and execute operational plans and policies for Automated Logistics Information Systems. Represents the DCSLOG as the primary POC responsible for the functional implementation and sustainment of varied automation information management systems. Provides direction and guidance to supported CSS Automated Logistics Information System users in the submission of automated systems problem reports and/or change proposals. Establishes procedures for the receipt, review, consolidation, and accounting of system problem reports and engineer change proposals (ECPs) submitted from other SASMO personnel and/or CSS Automated Logistics Information System users to ensure subsequent distribution to NGB. Develops and establishes programs for administering the receipt, review, validation, distribution, and implementation of all CSS software received in the State, ensuring proper installation, testing and evaluation. Establishes and ensures proper maintenance of a CSS resource library and the retrieval and disposal of CSS software. (20%) 4 Analyzes requirements, establishes programs/procedures ensuring effective coordination on CSS automation hardware systems and peripherals pertaining to the receipt, distribution, installation, and life cycle management of devices that are directed to be managed at unit/state level. Performs proper installation, testing and evaluation of CSS systems hardware. Identifies maintenance requirements and coordinates/initiate's corrective action. As appropriate, establishes a State/Territory CSS automation hardware tactical computer exchange (TCX) (aka equipment float) program and directs the management of the program, ensuring accountability of exchanges. Develops and implements the coordination and administering of training programs for new and established CSS automated systems. Develops and/or coordinates the development and presentation of specialized training. Conducts training as required. (20%) Performs other duties as assigned. The above does not list all duties. CONDITIONS OF EMPLOYMENT Minnesota National Guard Membership is required. Selectee will be required to wear the military uniform. Federal employment suitability as determined by a background investigation. May be required to successfully complete a probationary period. Acceptance of an excepted service position constitutes concurrence with these requirements as a condition of employment. Must be able to obtain and maintain the appropriate security clearance of the position. Most MNNG position are covered by the Domestic Violence Misdemeanor Amendment (30 Sep 96) of the Gun Control Act (Lautenberg Amendment) of 1968. An individual convicted of a qualifying crime of domestic violence may not perform the duties of this position. The incumbent of this position description must have at a minimum, a completed National Agency Check (NAC) prior to position assignment. Information Assurance Certification is a condition of employment. This position includes information assurance (IA) work as a paramount duty requirement. Per DoD 8570.01-M, the incumbent of this position must achieve the appropriate IA certification within six months of assignment of these duties. A waiver of this six-month requirement may be granted per DoD 8570.01-M, Failure to receive the proper IA certification may result in removal from this position. Irregular and/or overtime (compensatory) hours may be required to support operational requirements or contingencies or may be required to work hours outside of the normal duty day. This is a Testing Designated Position (TDP). The employee is subject to random drug testing. Pre employment drug testing and participation in random drug testing is a condition of employment. MILITARY COMPATIBILITY: Upon selection, individuals will undergo a background check to validate suitability for employment with the federal government as permitted by law, regulation, Presidential order or other authority. Suitability is dependent upon the particular requirements for security clearance, sensitivity level, and DOD IT network access. Items checked include, but are not limited to all criminal history record information, employment history, education and fiscal accountability/responsibility. The individual selected must be assigned to a compatible military position and must also maintain satisfactory membership in the Minnesota Army National Guard. Qualifications

Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community; student; social). GENERAL AND SPECIALIZED EXPERIENCE QUALIFICATIONS REQUIREMENTS: Description of Work: Work involves performing or supervising staff work in planning and coordinating logistical support activities to provide the money, manpower, material, facilities, and services needed to support a specified mission at the time and place they are needed. Minimum Qualification Requirements: Experience, education, or training involving judgment and/or analytical ability in the logistics field. Experience using computer and automation systems. Demonstrates the ability to: 1. Analyze problems to identify significant factors, gather pertinent data, and recognize solutions; 2 Plan and organize work; and 3. Communicate effectively orally and in writing. Specialized Experience and Education Requirements: GS-11 - 1-year specialized experience, education or training equivalent to at least the next lower grade level. Must have experience, education, or training which includes identifying activities involving logistical support operations. Experience integrating the actions of a variety of specialized support activities in order to develop a comprehensive logistics plan. Experience monitoring such functions as program planning, resource and fiscal management, training, manpower management, and/or automated data processing to meet the logistics plan. Experience identifying delays or problems and developing corrective actions.

EDUCATION: If using education to qualify: Ph.D. or equivalent doctoral degree or 3 full years of progressively higher level graduate education leading to such a degree or LL.M., if related You must provide transcripts or other documentation to support your Educational claims. AREAS OF PRIORITY: In Accordance with MN National Guard Regulation 690-335 (Army) or 36-1 (Air), Applications will be forwarded to the selection official to conduct reviews by area of priority as listed below Area 1: Current On-board Minnesota National Guard Title 32 Technicians who are in permanent or indefinite technician status as a result of being competitively hired within that National Guard component applying for a position within the component which they are currently employed. Area 2: Current Minnesota National Guard Title 32 Technicians who are in permanent or indefinite technician status as a result of being competitively hired at a sister component that is identified on the Position Vacancy Announcement (PVA), including onboard Title 5 employees that are also current members of MNNG; i.e. Army MNNG to Air MNNG, Air MNNG to Army MNNG. Evaluation Factors: Candidates will be evaluated on the basis of appropriate education, experience, training, self-development activities, and special awards. Candidates are considered on the basis of available information on their current application and supporting information that has been provided to this office. To ensure full consideration, applicants are urged to submit information about their training, self-development, outside experience, activities and awards. National Guard military (Part-time) service is considered as full-time experience when evaluated against the qualification requirements for a technician position. The applicant is credited with actual number of months the member has been in the National Guard if the experience is related.
