Summary

This position is assigned to the Department of Veteran Affairs, Veterans Health Administration (VHA), Veterans Transportation Services (VTS), Ambulance Service, in various VA Medical Center (VAMC) locations with an emergency room, acute care or urgent care clinic, or other similar departments performing basic and advanced life support procedures.

Duties

The Lead Medical Care Transportation Technician performs technical duties as a Paramedic (Basic and Advanced Life Support Services). In addition to performing all the duties and responsibilities of a Paramedic, the incumbent will, as a regular and recurring part of their assignment, lead three or more Paramedics and a cadre of Emergency Medical Technicians. The major duties include but are not limited to: Identifies, distributes, and balances the workload and tasks among the line Paramedics and Emergency Medical Technicians (EMT) in accordance with established workflow and/or skill level. Makes day-to-day adjustments to accomplish the workload, in accordance with established priorities or directives from the supervisor, and ensures timely accomplishment of assigned team tasks. Obtains assistance from the supervisor on problems that may arise, such as backlogs which cannot be disposed of promptly. Reviews the work of EMTs and Paramedics work priorities, methods, deadlines and quality have been met. Amends or corrects work performance not meeting established standards. Trains, or arranges for the training, of the EMT and Paramedic team members and uses the methods and techniques of team building to accomplish tasks or projects. Assists in scheduling the Paramedics and EMTs in accordance with VHA guidelines and VAMC directives, providing sufficient coverage required to meet the needs of the Ambulance Service. Initially reviews leave/scheduling changes and forwards to supervisor for concurrence/approval. Resolves simple, informal, complaints and refers significant issues, problems, and personnel needs, to the supervisor. Prepares reports and maintains records of work accomplishments and administrative information as required. Provides oversight and coordination of process improvement initiatives, assures teamwork, and addresses customer service issues in the Ambulance Service. Responds to on-site accidents and other emergencies involving injury and illnesses, sometimes encountering situations which may be life threatening. Determines and prioritizes appropriate medical treatment/procedures and need for additional assistance. Performs patient triage and take/r Incumbent performs physical cardiovascular system, circulatory system, skeletal system, orthopedic system, motor and sensory skills, and level of consciousness. Makes an independent preliminary assessment of the condition and selects from a variety of prescribed protocols the one that is considered appropriate under the given circumstances. Administers basic and advanced life support care at emergency scenes in accordance with established medical standards. Follows safety procedures, utilizes safety equipment, and monitors work environment to ensure safety of employees and other individuals. Operates or utilizes various emergency vehicles and emergency/medical equipment, tools and supplies. Operates the emergency transport vehicle and uses telephone and radio communications equipment and systems. Adheres to traffic ordinances and regulations pertaining to operation of emergency vehicles. Performs all other related duties as assigned. Work Schedule: Rotating shifts, including holidays, and are subject to occasional recall to maintain adequate coverage of the Emergency Department and ambulance service 24 hours a day, 7 days a week. Mandatory overtime may be required due to run times that may extend beyond normal scheduled work hours. Virtual: This is not a virtual position. Qualifications

To qualify for this position, applicants must meet all requirements by the closing date of this announcement, 09/25/2026. Time-In-Grade Requirement: Applicants who are current Federal employees and have held a GS grade any time in the past 52 weeks must also meet time-in-grade requirements by the closing date of this announcement. For a GS-10 position you must have served 52 weeks at the GS-09. The grade may have been in any occupation, but must have been held in the Federal service. An SF-50 that shows your time-in-grade eligibility must be submitted with your application materials. If the most recent SF-50 has an effective date within the past year, it may not clearly demonstrate you possess one-year time-in-grade, as required by the announcement. In this instance, you must provide an additional SF-50 that clearly demonstrates one-year time-in-grade. Note: Time-In-Grade requirements also apply to former Federal employees applying for reinstatement as well as current employees applying for Veterans Employment Opportunities Act of 1998 (VEOA) appointment. In addition to the English Language Proficiency and Selective Placement Factor above, to qualify for this position at the GS-10 grade level, you must meet one of the following: SPECIALIZED EXPERIENCE: You must have at least one (1) full year of specialized experience equivalent to at least the next lower grade level (GS-09) in the Federal Service, that is directly related to the work of the position and has equipped you with the particular knowledge, skills and abilities to successfully perform the duties of the Medical Care Transportation Technician- Lead Paramedic. Positions in this series range widely in type and include support duties to medical or health personnel such as audiologists, speech pathologists, medical officers, and optometrists. Therefore, technician experience is experience that required application of the knowledge, methods, and techniques of the position to be filled. Specialized experience includes: leading paramedics and emergency medical technicians (EMT), providing or arranges for employee training; applying skill of body systems (e.g., skeletal, muscular, nervous, respiratory, circulatory) to conduct patient assessments and provide out-of-hospital emergency patient medical care, handling and stabilizing for transport; calculating patient medication doses considering various factors such as potential interaction with other medications, patient weight, and method of delivery. operating emergency vehicles and a variety of emergency/medical equipment, tools, supplies, and communication/radio equipment. -OR- SUBSTITUTION OF EDUCATION FOR EXPERIENCE (TRANSCRIPT REQUIRED): Successfully completed two and a half (2.5) years of Graduate education is creditable only in those instances where it is directly related to the work of the position. -OR- COMBINATION OF EDUCATION AND EXPERIENCE (TRANSCRIPT REQUIRED): Equivalent combinations of successfully completed Graduate education (in excess of a Master's degree) combined with specialized experience described above are also qualifying. Physical Requirements: This position involves extended periods of heavy moving and lifting of patients in a variety of situations. Generally, the work requires recurring bending, lifting, stooping, stretching, and positioning of patients, frequently under adverse conditions or in confined areas. Incumbent may be required to spend prolonged periods in protective breathing apparatus and protective clothing during chemical, nuclear, biological, or hazardous materials incidents/exercises.
