Summary

About the Position: This position serves as a Foreign Assistance Specialist for the U.S. Army Security Assistance Command located at Fort Bragg, North Carolina. Position may be filled as a time-limited promotion, reassignment or change to lower grade not to exceed (NTE) 5 years by a Current Army Employee and cannot be made permanent. Temporary promotions may be extended up to a maximum of 5 years.

Duties

  • Analyze and prepare cost estimates associated with the conduct of training.
  • Direct the development, management, execution and support of comprehensive worldwide U.S. Army Security Assistance Training Programs.
  • Track project transactions within each phased and scheduled plan of activities to meet projected completion dates.
  • Identify and coordinates each administrative support element, e.g., TDY Orders, passports, housing facilities, transportation needs, etc. to accommodate training.
  • Attend meetings, briefings, working sessions, in-progress reviews (IPRs) and other sessions of an informal or formal nature.

Current Department of Army Civilian Employees Applying on Time-Limited Assignments In order to qualify, you must meet the experience requirements described below. Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community; student; social). You will receive credit for all qualifying experience, including volunteer experience. Your resume must clearly describe your relevant experience; if qualifying based on education, your transcripts will be required as part of your application. Additional information about transcripts is in this document. Specialized Experience: One year of specialized experience equivalent to the GS-11 grade level in the Federal service which includes: 1) Preparing cost estimates, pricing data, or financial requirements associated with training friendly foreign countries and/or allied nations; 2) Allocating training resources, managing student administrative requirements, or assisting in the development of training-related provisions for legal contracts or international agreements; AND 3) Formulating, coordinating, or evaluating training plans and schedules that identify specific military or technical instruction requirements for foreign nationals. This definition of specialized experience is typical of work performed at the next lower grade/level position in the federal service (GS-11). Time in Grade Requirement: Applicants who have held a General Schedule (GS) position within the last 52 weeks must have 52 weeks of Federal service at the next lower grade or equivalent (GS-???????11).

This is a(n) Strategic Planning and Foreign Affairs Career Program position aligned under the Operational Support Career Management Directorate. Multiple positions may be filled from this announcement. Salary includes applicable locality pay or Local Market Supplement. Payment of Permanent Change of Station (PCS) costs is not authorized, based on a determination that a PCS move is not in the Government interest. Position may be filled as a time-limited promotion, reassignment or change to lower grade not to exceed (NTE) five (5) years by a current permanent Army employee. Time-limited promotions may be extended up to maximum of five (5) years. Time-limited reassignments and changes to lower grade may exceed five (5) years, however return rights may be impacted. Return rights to permanent position are not automatic and are subject to approval from the losing organization. If return rights are not agreed upon, the employee will not be placed in the temporary promotion or detail. If an employee is not granted administrative rights, the employee may still elect to be placed however, they become subject to the time limited action and will not return to their permanent position. Employees who accept such time-limited appointment opportunities will be required to sign a statement of understanding.
