Summary

About the Position: This position serves as a Foreign Assistance Specialist for the U.S. Army Security Assistance Command located at Fort Bragg, North Carolina. Position may be filled as a Term Appointment NTE 5 years and cannot be made permanent. Term appointments may be extended up to a maximum of 6 years. Duties

  • Analyze and prepare cost estimates associated with the conduct of training.
  • Direct the development, management, execution and support of comprehensive worldwide U.S. Army Security Assistance Training Programs.
  • Track project transactions within each phased and scheduled plan of activities to meet projected completion dates.
  • Identify and coordinates each administrative support element, e.g., TDY Orders, passports, housing facilities, transportation needs, etc. to accommodate training.
  • Attend meetings, briefings, working sessions, in-progress reviews (IPRs) and other sessions of an informal or formal nature.

Specialized Experience: One year of specialized experience equivalent to the GS-11 grade level in the Federal service which includes: 1) Preparing cost estimates, pricing data, or financial requirements associated with training friendly foreign countries and/or allied nations; 2) Allocating training resources, managing student administrative requirements, or assisting in the development of training-related provisions for legal contracts or international agreements; AND 3) Formulating, coordinating, or evaluating training plans and schedules that identify specific military or technical instruction requirements for foreign nationals. This definition of specialized experience is typical of work performed at the next lower grade/level position in the federal service (GS-11). Time in Grade Requirement: Applicants who have held a General Schedule (GS) position within the last 52 weeks must have 52 weeks of Federal service at the next lower grade or equivalent (GS-11).

This position requires a 1 year probationary period during which the agency evaluates your fitness and whether your continued employment advances the public interest. Continued employment requires written certification that it advances the public interest. Direct deposit of pay is required. Selection is subject to restrictions resulting from Department of Defense referral system for displaced employees. This is a(n) Strategic Planning and Foreign Affairs Career Program position aligned under the Operational Support Career Management Directorate. Multiple positions may be filled from this announcement. Salary includes applicable locality pay or Local Market Supplement. Payment of Permanent Change of Station (PCS) costs is not authorized, based on a determination that a PCS move is not in the Government interest. Position may be filled as a Term Appointment NTE five (5) years. Term appointments may be extended beyond of six (6) years, up to eight (8) years. With DoD approval, term appointments may be extended beyond 6 six years, but not more than 8 years. A current Army employee with personal competitive status accepts a time-limited appointment (such as term or temporary appointment), the Army employee forfeits their permanent status and becomes subject to the provisions of the term or temporary appointment. Permanent employees who accept time-limited appointments will not have placement rights to the previously held permanent position at the end of the time-limited appointment. Employees who accept such time-limited appointment opportunities will be required to sign a statement of understanding.
