Summary

The VA Northeast Ohio Healthcare System is recruiting for a Management and Program Analyst, The Management and Program Analyst will function within Social Work Service in the Office of the Chief. Incumbent assists with completing administrative and human resources tasks assigned to Social Work Service.

Duties

The Management and Program Analyst duties include, but are not limited to: Assist with a variety of analytical, planning, evaluative and advisory work. Develop reports, analyze, and summarize data and make recommendations for improvement within social work processes. Work independently to collect, compile and track statistical information for programs in Social Work Service. Oversight of administrative and human resource requirements associated with Human Resource Management for full-time equivalency (FTE ) assigned to Social Work Service. Responsible for keeping abreast of program changes in order to educate and inform managers in each Social Work Service program in regards to performance measures, guidelines and protocals. Work closely with Social Work Service Chief in collaboration with the Supervisory Management and Program Analyst to ensure monitoring of staffing trends, barriers, and opportunities to optimize staffing across the system for social work services. Maintain budget information, funds, and status of other resources. Refer problems that require further assistance to appropriate staff or supervisors as necessary. Plan, organize, and work with administrative staff to implement projects, research, and quality improvement efforts. Communicate directly with internal and external stakeholders, offering solutions to problems. Promotion Potential: The selectee may be promoted to the full performance level without further competition when all regulatory, qualification, and performance requirements are met. Qualifications

In order to qualify for this position, you must meet the following requirements within 30 calendar days of the closing date listed on the announcement: 10/16/2026. Time-In-Grade Requirement: Applicants who are current Federal employees and have held a GS grade any time in the past 52 weeks must also meet time-in-grade requirements by the closing date of this announcement. For a GS-9 position you must have served 52 weeks at the GS-7. For GS-11 position you must have served 52 weeks at the GS-9. The grade may have been in any occupation, but must have been held in the Federal service. An SF-50 that shows your time-in-grade eligibility must be submitted with your application materials. If the most recent SF-50 has an effective date within the past year, it may not clearly demonstrate you possess one-year time-in-grade, as required by the announcement. In this instance, you must provide an additional SF-50 that clearly demonstrates one-year time-in-grade. Note: Time-In-Grade requirements also apply to former Federal employees applying for reinstatement as well as current employees applying for Veterans Employment Opportunities Act of 1998 (VEOA) appointment. You may qualify based on your experience and/or education as described below: GS-9: Specialized Experience: You must have one year of specialized experience equivalent to at least the next lower grade GS-7 in the normal line of progression for the occupation in the organization. Examples of specialized experience would typically include, but are not limited to: Coordinating administrative actions related to staffing, personnel records, position descriptions, or performance standards; Assisting with budget, purchasing, resource, or inventory management activities; Preparing, tracking, and routing reports, correspondence, or other administrative documents; Using automated systems to maintain data, generate reports, or monitor workload; Providing administrative support to managers, staff, or customers to ensure program operations are completed timely and accurately. OR, Education: Applicants may substitute education for the required experience. To qualify based on education for this grade level you must possess a Master's or equivalent graduate degree or 2 full years of progressively higher-level graduate education or a J.D., related to the work of the position. One year of graduate education is 18 semester hours or the number determined by the school attended to represent one year of full-time study. ????OR, Combination: Applicants may also combine education and experience to qualify at this level. You must have a combination of qualifying specialized experience and education as described above to qualify at the GS-9 level for the Management and Program Analyst position. This is determined by adding total qualifying experience as a percentage of the required experience and education as a percentage of the total required. The total percentage must equal 100 percent. Only education in excess of the first 18 semester hours (i.e. beyond the first year of graduate level education) is creditable towards meeting the specialized experience requirement. GS-11: Specialized Experience: You must have one year of specialized experience equivalent to at least the next lower grade GS-09 in the normal line of progression for the occupation in the organization. Examples of specialized experience would typically include, but are not limited to: Managing administrative operations involving budget, staffing, personnel, and resource management activities; Analyzing program operations and recommending improvements to policies, procedures, workflow, or internal controls; Developing or reviewing position descriptions, performance standards, or administrative guidance; Monitoring budget execution, resource allocation, or purchasing activities; Coordinating with management officials on program goals and operational issues; Utilizing qualitative and quantitative analytical methods to evaluate program effectiveness and support organizational objectives. OR, Education: Applicants may substitute education for the required experience. To qualify based on education for this grade level you must possess a Ph.D. or equivalent doctoral degree or 3 full years of progressively higher level graduate education leading to such a degree or LL.M., if related to the work of the position. OR, Combination: Applicants may also combine education and experience to qualify at this level. You must have a combination of specialized experience and education as described above to qualify at the GS-11 level for the Management and Program Analyst position.
