The Division of Behavioral Health is hiring one Project Manager 2 position. This position supports statewide behavioral health projects, initially co-leading the Youth Empowerment Services (YES) Project. The role coordinates interagency partners, leads governance activities, and works with program leadership and legal counsel to prepare compliance reports and court-related materials. It offers the opportunity to lead meaningful statewide work, collaborate with diverse partners, and manage future enterprise projects. The position benefits Idaho communities by supporting a coordinated, accountable behavioral health system for children, youth, and families. This position will be located in Coeur d'Alene.

This position may be eligible for limited telework after successful completion of probation and necessary training. Approval to telecommute is not guaranteed and subject to termination at any time.

EXAMPLE OF DUTIES:

  • Co-lead the Youth Empowerment Services (YES) Project.

  • Plan, implement, and manage statewide project activities.

  • Coordinate with legal counsel to prepare reports, compliance documentation, and court motion materials.

  • Lead Interagency Governance Team operations in coordination with its co-chairs.

  • Align governance bylaws, strategic plans, and operating guidelines with department objectives.

  • Track settlement agreement deliverables and partner compliance.

  • Coordinate external stakeholder engagement and strategic meetings.

  • Maintain alignment among project teams, leadership, legal counsel, and project sponsors.

  • Plan project transition and manage future agency or division projects.

MINIMUM QUALIFICATIONS:

You must possess all the minimum qualifications below to pass the exam for this position. Please make sure your resume or work history supports your meeting the minimum qualifications for this position. Failure to do this may disqualify you from being considered for this position. It is highly recommended to attach a one-page cover letter to your application to demonstrate how you meet the requirements below.

  • Experience planning and implementing projects including coordinating the development of project scope, goals, work plans, timelines, implementation strategies, and measurement processes/methods for assessing progress towards goals and project outcomes. Typically gained by one year of experience managing projects with at least one year in a leadership role. Your experience must have included being responsible for the development (needs assessment, planning and budgeting) of the projects as well as being responsible for assessing the projects toward goals and project outcomes.

  • Experience interpreting and explaining specialized or complex material into information usable by the public. Typically gained by at least one year of experience involving the interpretation of laws, policies, procedures, rules, or similar levels of information where the information was analyzed and communicated into information that was usable by the public or the project team in various formats (oral, written, graphic, WEB based, etc.)

  • Experience developing and monitoring contracts. Typically gained by one year of experience which included consultant selection, development of the scope of work and man-hour negotiation; developing and managing schedule. This experience should also include reviewing progress payments; enforcing contract compliance for scope, budget and milestone completion; and consultant evaluation.
