Summary
About the Position: This position is in the Defense Civilian Intelligence Personnel System (DCIPS). Employees occupying DCIPS positions are in the Excepted Service and must adhere to U.S. Code, Title 10, as well as Department of Defense Instruction 1400.25. This position is located at the 704TH MI Brigade Office of the Commander Fort Meade, MD.
Duties
- Serves as Administrative Officer for the Civilian Personnel Program. Manages and directs the full range of civilian personnel functions.
- Reviews administrative and operational actions prepared to ascertain compatibility with DOD, Army and MACOM policy and consistency with parallel actions taken by the MACOM that are factually, technically and administratively accurate.
- Develops and manages the budget for the civilian personnel office and makes recommendations on the allocation of training funds for civilian training opportunities.
- Works with Brigade Force Integration/Modernization (FI/M) staff on multiple TDAs to include the realignment of positions in order to track, report and manage assigned strength.

Current Army Defense Civilian Intelligence Personnel System (DCIPS) Employee Current Department of Army Civilian Employees Army DCIPS positions apply Veteran's Preference to preference eligible candidates as defined by Section 2108 of Title 5 U.S.C., in accordance with the procedures provided in DoD Instruction 1400.25, Volume 2005, DCIPS Employment and Placement. In order to qualify, you must meet the experience requirements described below. Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community; student; social). You will receive credit for all qualifying experience, including volunteer experience. Your resume must clearly describe your relevant experience. To qualify based on your experience, your resume must describe at least one year of experience which prepared you to do the work in this job. Specialized experience is defined as 1) Experience applying personnel regulations to support recruitment, onboarding, position management, and workforce administration. AND 2) Managing personnel resources by analyzing staffing requirements, monitoring manpower utilization, and coordinating with leadership to ensure proper alignment of civilian positions. AND 3) Utilizing DoD and Army automated civilian personnel systems such as DCPDS, ATAAPS, and Empress to process personnel actions, manage time and attendance, retrieve HR data, and generate reports. This definition of specialized experience is typical of work performed at the next lower grade/level position in the federal service (GG/GS-12).

Position may be filled as a time-limited promotion, reassignment or change to lower grade not to exceed (NTE) 3 years by a current permanent Army employee. Time-limited promotions may be extended up to a maximum of five years. Time-limited reassignments and changes to lower grade may exceed five years, however return rights may be impacted. Position may be made permanent without further competition. This position requires a 2 year trial period during which the agency evaluates your fitness and whether your continued employment advances the public interest. In making this determination, the agency may consider your performance and conduct; agency needs and interests; whether your continued employment supports organizational or Government goals; and whether it promotes the efficiency of the Federal service. Continued employment requires written certification that it advances the public interest. Male applicants born after December 31, 1959, must complete a Pre-Employment Certification Statement for Selective Service Registration. You will be required to provide proof of U.S. Citizenship. Direct Deposit of Pay is required. Selection is subject to restrictions resulting from Department of Defense referral system for displaced employees. This is a General Administration Career Field 51 position. Multiple positions may be filled from this announcement. Salary includes applicable locality pay or Local Market Supplement. Payment of Permanent Change of Station (PCS) costs is not authorized, based on a determination that a PCS move is not in the Government interest. Recruitment, Retention, and/or Relocation incentives may be authorized if it is determined to be in the best interest of the Government.
