JOB DESCRIPTION
Job Summary
Provides deep subject matter expertise and leadership for program management activities. Supports programmatic business needs across department and/or cross-functional areas, including programs design, implementation, administration, governance, workflow analysis, process improvements, vendor management, policy and playbook development and maintenance, best practices, resource allocations and special projects for the WA Health Plan.
Essential Job Duties

Oversees the strategy, design, implementation, delivery, and ongoing operations of respective business program(s) and services in support of business goals and measurable value delivery.

Develops and oversees governance structures, frameworks, and standards to ensure consistent and compliant best practices across respective program(s).

Partners with executive sponsors, senior leaders, and key stakeholders to establish vision, objectives, priorities, and success measures for designated program(s).

Manages and optimizes program portfolio performance - ensuring alignment of initiatives, budgets, and resources with organizational strategy.

Provides executive-level reporting and insights on program status, risks, dependencies, and outcomes - enabling informed decision-making.

Leads program financial planning and oversight - ensuring effective use of budgets and identification of cost savings opportunities.

Drives cross-functional collaboration and alignment across legal, compliance, information technology (IT), and operational teams to ensure programs adherence to governance and quality standards.

Champions change management and adoption across program(s) - ensuring stakeholder engagement and sustainable implementation of new processes or technologies.

Continuously evaluates program(s) frameworks and performance metrics to enhance operational efficiency, scalability, and strategic impact.

May provide specialized training, mentoring and support to new and existing staff as needed - fosters a culture of accountability, innovation, and continuous improvement.
Required Qualifications
-
At least 8 years of progressive program and/or project management experience, with increasing levels of responsibility in a complex, matrixed organization, or equivalent combination of relevant education and experience.

At least 3 years of management/leadership experience.
-
Demonstrated experience in strategic planning, governance development, and executive stakeholder management.
-
Proven success managing budgets, performance metrics, and organizational change in a highly matrixed or regulated environment.
-
Strong understanding of managed care operations, healthcare delivery systems, or related industries.
-
Strong operational process improvement experience.
-
Strong project management experience/skills.
-
Strong data analysis skills/experience.
-
Strong organizational and time-management skills.
-
Proven ability to manage multiple projects simultaneously with competing priorities.
-
Ability to work cross-collaboratively across a highly matrixed organization, and ability to align diverse stakeholders toward shared goals.

Excellent verbal/written/presentation communication skills.
-
Microsoft Office suite (including Excel, PowerPoint, Project, and Visio), and applicable software programs proficiency.
Preferred Qualifications
-
Project Management Professional (PMP), Six Sigma Green Belt and/or Black Belt certification.

Claim and provider contract configuration

Claims processing experience

WA Medicaid experience

Encounter data validation experience

Pay Range: $72,370.82 - $156,803.45 / ANNUAL
