Summary
This National Guard position is for a Supervisory Production Controller (Aircraft) -Title 32, Position Description Number D2504000 and is part of the WI 128 MOF, Wisconsin Air National Guard. This vacancy is also advertised as AGR Job Announcement Number 26-121
Duties
As a Supervisory Production Controller (Aircraft) -Title 32, GS-1152-11, you will serve as a consultant to the Maintenance Group Commander / Director of Maintenance. MAJOR DUTIES: 1. Develops, interprets, and provides program guidance to the Wing regarding maintenance policies, procedures, budget, training criteria, and manpower/personnel. Interprets command aircraft assignment configuration and reporting policy and informs appropriate Wing personnel of requirements and provides sufficient follow-up to ensure compliance. Creates functional checklists, guides, and other evaluation tools for use in determining the proficiency of maintenance operations personnel in accomplishing related maintenance tasks. Evaluates the overall structure of maintenance organizations, identifying program deficiencies and areas for improvement. a. Provides oversight to the budget process, including planning, programming, budgeting, allocation, and funds execution. b. Leads aircraft maintenance support for operational, exercise, or contingency operations. c. Evaluates leads and controls the Group and subordinate unit training program to ensure combat readiness for unit members and tracks progress via automated training records system and other tools. 2. Directs aircraft maintenance analysis activities for the Maintenance Group. Reviews and interprets aircraft maintenance analysis information to implement programs that positively affect the future health of the aircraft fleet. Ensures aircraft status is properly reported per technical guidance. Oversees unit-level management of aircraft Maintenance Information Systems (MIS) to document and track weapon system maintenance. 3. Represents the Maintenance Operations branch, participating in discussions, meetings, and/or serving on panels or committees concerning maintenance policies and procedures. Establishes, develops, and maintains effective working relationships within the wing, local organizations, other units, NGB and Major Commands. Confirms engine health management duties are performed accurately and data is reported to the Engine Manager for all engines in a timely manner. Ensures unit personnel collect and properly report Aircraft Structural Integrity Program (ASIP) data. 4. Plans and schedules work in a manner that promotes a smooth flow and even distribution. Coordinates plans and schedules with other organization managers and customers as appropriate. Identifies need for changes in priorities and takes action to implement such changes. Plans work to be accomplished by subordinates, sets and adjusts short-term priorities, and prepares schedules. Assigns work to subordinate employees based on organization priorities and consideration of difficulty and requirements of assignments such that the experience, training, and abilities of staff are effectively utilized to meet organization and customer needs. 5. Performs other duties as assigned. Requirements
MILITARY REQUIREMENTS: Compatible military grade and assignment required prior to the effective date of placement. This is an excepted service position that requires membership in a compatible military assignment in the employing state's National Guard. Applicants who are not currently a member of the National Guard must be eligible for immediate membership. Military Grades: E-8 through E-9 Conditions of Employment: Federal employment suitability as determined by a background investigation. May be required to successfully complete a probationary period. Must be able to obtain and maintain the appropriate security clearance of the position. This position is covered by the Domestic Violence Misdemeanor Amendment (30 Sep 96) of the Gun Control Act (Lautenberg Amendment) of 1968. An individual convicted of a qualifying crime of domestic violence may not perform the duties of this position. Ability to establish effective professional working relationships with coworkers and customers, contributing to a cooperative working environment and successful accomplishment of the mission. The duties and responsibilities of your job may significantly impact the environment. You are responsible to maintain awareness of your environmental responsibilities as dictated by legal and regulatory requirements, your organization, and its changing mission. May be required to work other than normal duty hours; overtime may be required. May require travel in military and/or commercial aircraft to perform temporary duty assignments. The work may require the incumbent to drive a motor vehicle; if so, and an appropriate valid driver's license is mandatory. Qualifications
GENERAL EXPERIENCE: Experience, education or training which indicates the candidate can reason in quantitative terms, communicate orally and in writing in a clear and concise manner, understanding the terminology and data pertaining to repair operations and process characteristics of the production activity. SPECIALIZED EXPERIENCE: To qualify for the GS-1152-11 level, applicant must have at least 36 months experience, education or training in computations of cost data on labor and materials, buying materials or reviewing data with respect to man-hours, machine time, materials consumed, etc. Experience with current automation support programs to input data, provide status of equipment, and monitor job order status, monitor work priorities, requisition repair parts, track repair parts status, etc. Experience in supervising subordinate personnel, establishing work priorities, overseeing work in progress.
