Summary This position is located in the Department of Health and Human Services (DHHS), Office of the Secretary (OS), Office of the Chief Information Officer (OCIO). Responsibilities ABOUT THE POSITION The purpose of this position is for the incumbent to serve as the Deputy Chief Information Officer (CIO). The incumbent provides leadership and executive direction to ensure the effective management of OCIO IT, information systems and resources (e.g., implementation and administration of a change management process). Responsibilities include capital planning and investment control, enterprise architecture, information security, systems acquisition, development and integration, and data integrity and availability. Advises the CIO, and other HHS executives, on matters relating to IT. Supports the selection, control, and evaluation of IT investments to advance innovative technology. Reviews Agency technology policies, programs, processes and capabilities to ensure that OCIO technology programs support the Agency's objectives. Advises and supports the CIO, and other HHS executives on strategic planning for IT resources and solutions that enable the HHS, and OCIO mission. Ensures the effective management of the Agency's IT, information systems, and information resources in accordance with applicable Federal laws, regulations, and guidance. Leads IT operations and provides accountability and transparency to customers. Ensures a reliable, cost effective, scalable, and flexible enterprise computing platform that supports and enhances customer IT needs and capabilities through efficient and effective customer-driven, business-enabling technologies. Manages and directs the operation of OCIO hardware and software infrastructure, OCIO data centers, data communications networks, enterprise infrastructure, and local area networks supporting HHS and OCIO programs. Champions the development and maintenance of OCIO-wide architecture, including the business, data, and application technology components. Responsible for directing, developing and maintaining the Agency's IT architecture, developing and establishing OCIO IT policies, and advocating rigorous methods for analyzing, selecting, developing, operating, and maintaining information systems. Supports the CIO in collaborating with the HHS OPDIVs and STAFFDIVs to evaluate and approve IT investments, monitor adherence to Departmental/OCIO policy and architectural standards, and share best practices. Promotes business process reengineering, investment analysis, and performance measurement throughout OCIO to capitalize on evolving IT. Performs alternative analysis for key emerging and enabling technologies. Coordinates or directs pilot projects in these areas to establish proof of concept, confirm return on investment, or implement initial production implementations. Collaborates with the OCIO executive leadership to the CIO Council. Evaluates and periodically reviews major investments over their life cycle. Provides review and guidance to the CIO Council and OCIO business components via analyses of alternative analyses strategies, standards compliance, and architectural conformance and technology solutions. There is NO requirement to prepare a narrative statement specifically addressing the Executive Core Qualifications (ECQs) or the Technical Qualifications (TQs). TECHNICAL QUALIFICATIONS (TQs): Your resume should demonstrate accomplishments that would satisfy the technical qualifications. TQ 1: Demonstrated executive-level experience in IT capital planning and investment control, including the selection, control, and evaluation of major IT investments. Experience must include evaluating and approving technology investments, monitoring adherence to organizational policy and architectural standards, conducting alternatives analyses for emerging technologies, and overseeing pilot projects to establish proof of concept or return on investment. Experience should also reflect familiarity with applicable Federal IT laws and regulations (e.g., FITARA, FISMA, Clinger-Cohen Act) or equivalent governance frameworks in a large, complex organization. TQ 2: Demonstrated experience representing an organization's technology priorities to senior executives, governing/oversight bodies, and external stakeholders (e.g., Congress, other government agencies, industry partners). Experience must include advising senior leadership on IT strategy and policy, collaborating across organizational components to resolve cross-cutting issues, and promoting business process reengineering, performance measurement, and best-practice sharing throughout a large, decentralized organization. Experience should reflect expert oral and written communication skills used to influence and inform decision-making at the executive level. EXECUTIVE CORE QUALIFICATIONS (ECQs): In addition to the Technical Qualification Requirements listed above, all new entrants into the Senior Executive Service (SES) under a career appointment will be assessed for executive competency against the following five mandatory ECQs. If your 2-page resume does not reflect demonstrated evidence of the ECQs and TQs, you may not receive further consideration for the position. There are five ECQs: ECQ 1: Commitment to the Rule of Law and the Principles of the American Founding - This core qualification requires a demonstrated knowledge of the American system of government, commitment to uphold the Constitution and the rule of law, and commitment to serve the American people. ECQ 2: Driving Efficiency - This core qualification involves the demonstrated ability to strategically and efficiently manage resources, budget effectively, cut wasteful spending, and pursue efficiency through process and technological upgrades. ECQ 3: Merit and Competence - This core qualification involves the demonstrated knowledge, ability and technical competence to effectively and reliably produce work that is of exceptional quality. ECQ 4: Leading People - This core qualification involves the demonstrated ability to lead and inspire a group toward meeting the organization's vision, mission, and goals, and to drive a high-performance, high-accountability culture. This includes, when necessary, the ability to lead people through change and to hold individuals accountable. ECQ 5: Achieving Results - This core qualification involves the demonstrated ability to achieve both individual and organizational results, and to align results to stated goals from superiors. Note: If you are a member of the SES or have been certified through successful participation in an OPM approved SES Candidate Development Program (SESCDP), or have SES reinstatement eligibility, you do not need to respond to the ECQs. Instead, you should attach proof (e.g., SF-50, Certification by OPM's SES Qualifications Review Board (QRB)) of your eligibility for noncompetitive appointment to the SES. Please DO NOT submit separate documents addressing the ECQs or MTQs. Mobility: Organizational and geographical mobility is essential in developing and managing SES leaders. Individuals selected for SES positions members may be subject to reassignment across geographical, organizational, and functional lines, and may be required to sign a Reassignment Rights and Obligation Agreement. Preferred Experience: Prior supervisory experience required; Prior experience with HHS programs preferred. Salary: Salary for Senior Executive Service positions varies depending on qualifications. The annual salary range may be found at the top of this announcement. This position may be eligible for performance bonuses and performance-based pay adjustments.
