Summary The Deputy Regional Administrator (DRA) position is located in the Department of Homeland Security (DHS), Federal Emergency Management Agency (FEMA), Regional Office 4, 5, 6, or 7. The DRA provides executive leadership of the Regional Office and ensures effective, coordinated, and integrated regional preparedness, protection, response, recovery and mitigation activities and programs for natural disasters, acts of terrorism, and other man-made disasters. Responsibilities The Deputy Regional Administrator (DRA) provides executive leadership of the Regional Office and works in partnership with state, local and tribal and territorial governments, emergency managers, emergency response providers, medical providers, the private sector, non-governmental organizations, multi-jurisdictional councils of governments, and regional planning commissions and organizations in the geographical area served by the Regional Office. The DRA shares fully with the Regional Administrator (RA) to implement and administer FEMA policies and programs in support of Agency and Administration goals and objectives, and to ensure customer satisfaction. Major Duties: Conducts strategic planning, coordination, analysis and evaluation of the regional programs. Serves as the advocate of the Administration policy for all FEMA programs based on headquarters guidance and in the absence of the RA, can be the point of contact to appropriate members of Congress, State Governors, Federal, State, and local officials, tribal governments and territories on matters concerning FEMA's regional policy, programs, and operations. Makes day-to-day operational and management decisions, with signatory authority on matters not requiring the Regional Administrator's review. Represents and speaks for the RA on matters concerning regional program operations in contacts with other components of the Department of Homeland Security (DHS), the Federal Emergency Management Agency (FEMA), other Federal departments and agencies, customers, contractors, other business partners and the general public. Works in concert with the RA and regional staff in the development of business practices, procedures and guidelines relating to reengineering and benchmarking initiatives as well as other actions to improve competitive standing of regional programs and activities. This includes assisting in identifying performance measures and methods for tracking, monitoring, evaluating and supporting performance improvement plans focused on cost, timeliness and customer satisfaction or other performance measures associated with regional and local operations in connection with national goals and objectives. Provides leadership and guidance, through appropriate staff, to states, localities, regional offices of Federal agencies, the military, federally recognized American Indian Tribes, Territories and appropriate elements of the private sector in the development, capability and readiness of their emergency management programs. Identifies critical gaps in regional capabilities to respond to populations with special needs. Fosters the development of mutual aid and other cooperative agreements. Coordinates other Federal agencies assignments in the areas of disaster response and recovery, emergency preparedness and hazard mitigation (in consonance with Memorandums of Understanding (MOU's) as appropriate). Participates with FEMA Headquarters in the development, implementation and administration of Agency policies and programs. Working with the RA, establishes regional policy, programs, and priorities in agreement with FEMA Headquarters guidance. Recommends alternative approaches to improving Agency policies and programs based on reviews and evaluation of the development and implementation of the regional programs, emergency operations, plans and capabilities. Provides input and oversees preparation of responses of FEMA policy memoranda, draft regulations, congressional inquiries and recommend changes or actions that may result in an overall improvement in program delivery. Directs, supervises and manages the Regional staff engaged in the delivery of Agency programs and services. Responsible for the full range of managerial responsibilities, e.g., determining program goals and plans, resource needs, allocations and use; overseeing budget preparation and execution processes and procurement activities for assigned areas; assessing organizational efficiency, effectiveness and responsiveness to the Administrator/Deputy Administrator and other Agency management; using such methods as staff studies and organization review; resolving personnel matters affecting the organization; assuring cooperative labor-management relations and implementing labor relations agreements (where applicable) in the region; delegating authority to subordinate managers and supervisors and holding them accountable for the performance of their organizational units. TECHNICAL QUALIFICATIONS (TQs): Your resume should demonstrate accomplishments that would satisfy the technical qualifications. TQ 1: Comprehensive knowledge and demonstrated ability to successfully apply emergency management principles and practices and the Federal Government's disaster response and recovery authorities to compliment and support state, tribal, territorial, and/or local governments as well as the non-profit and private sectors during all phases of emergency management. TQ 2: Knowledge of organization and program management theories, principals and techniques and demonstrated experience to successfully use them to exercise leadership, manage a complex organization, and build effective teams and partnerships across federal and/or state and local agencies as well as with the private and nonprofit organizations. EXECUTIVE CORE QUALIFICATIONS (ECQs): In addition to the Technical Qualification Requirements listed above, all new entrants into the Senior Executive Service (SES) under a career appointment will be assessed for executive competency against the following five mandatory ECQs. There are five ECQs: ECQ 1: Commitment to the Rule of Law and the Principles of the American Founding - This core qualification requires a demonstrated knowledge of the American system of government, commitment to uphold the Constitution and the rule of law, and commitment to serve the American people. ECQ 2: Driving Efficiency - This core qualification involves the demonstrated ability to strategically and efficiently manage resources, budget effectively, cut wasteful spending, and pursue efficiency through process and technological upgrades. ECQ 3: Merit and Competence - This core qualification involves the demonstrated knowledge, ability and technical competence to effectively and reliably produce work that is of exceptional quality. ECQ 4: Leading People - This core qualification involves the demonstrated ability to lead and inspire a group toward meeting the organization's vision, mission, and goals, and to drive a high-performance, high-accountability culture. This includes, when necessary, the ability to lead people through change and to hold individuals accountable. ECQ 5: Achieving Results - This core qualification involves the demonstrated ability to achieve both individual and organizational results, and to align results to stated goals from superiors. Note: If you are a member of the SES or have been certified through successful participation in an OPM approved SES Candidate Development Program (SESCDP), or have SES reinstatement eligibility, you do not need to address the (5) ECQs in your resume. In lieu of, you MUST attach proof (e.g., SF-50, Certification by OPM's SES Qualifications Review Board (QRB)) of your eligibility for noncompetitive appointment to the SES. Education There is no recognized education to qualify for this position; applicant's resumes and supporting documentation will be acceptable. Additional Information This is a Non-Bargaining Unit position. Veteran's Preference does not apply to the Senior Executive Service. All candidates must be able to deploy with little or no advance notice to anywhere in the United States and its territories for an extended period of time. If selected, you will be subject to 24-hour on-call in the event of an emergency. In this event, this service may include duties other than those specified in the official position description. Selectee must be able to relocate to emergency sites with little advance notice and function under intense physical and mental stress. Background Investigation: You must undergo and successfully complete a background investigation in order to obtain a Top-Secret w/Sensitive Compartmented Information (TS/SCI). Mobility: Organizational and geographical mobility is essential in developing and managing SES leaders. Individuals selected for SES positions members may be subject to reassignment across geographical, organizational, and functional lines, and may be required to sign a Reassignment Rights and Obligation Agreement.
