Full job description

A successful candidate will play an active role in the City of College Park’s existing operational success. The purpose of the position is to manage and plan operations within the area of assignment. The work impacts the internal effectiveness of the department and operations with other divisions. The work also impacts external issues by isolating problems and addressing them with innovative approaches to prevent reoccurrence. Successful development and implementation of ideas affect city-wide crime rates. Errors can impede crime prevention that will contribute to increased criminal activity, ultimately endangering lives, property, and overall well-being in the community. Errors can also subject the agency to claims of negligence retention, failure to supervise, failure to train, and negatively impact the confidence and support of the public. Mission: The mission of the City of College Park Police Department is to serve the community utilizing 21st Century Policing practices to promote effective crime reduction, while building public trust, and collaborating with community and business stakeholders. To maintain public trust, it is our responsibility to conduct ourselves with the utmost professionalism, respect and integrity, while always adhering to the highest ethical standards. Vision: The City of College Park Police Department is committed to accomplishing our mission with the use of intelligence led policing based approaches in all our policing strategies. Our commitment to exceptional public service, will serve as the guiding principle for our relentless crime prevention. Independent judgment is required to identify, select and apply the most appropriate of available guidelines and procedures as well as interpret precedents. This position is responsible for broad administrative duties and daily operations. These responsibilities require collecting data, analyzing results, and implementing a plan to reduce criminal activity. The lieutenant must be cognizant of proper personnel coverage, trends in criminal activity and serve as the link between field personnel and management. Such duties require much attention to detail and resourcefulness.

  • Enforces local, state, and federal laws; issues citations for violations of traffic codes and city ordinances; makes arrests and secures warrants for appropriate charges; prepares cases for prosecution; appears in court to testify.

  • Makes day-to-day police assignments as required; makes and coordinates plans about individual tactical matters such as equipment and investigations; determines how to deploy personnel during emergency responses.

  • Maintains contact with police supervisory personnel to coordinate investigative activities, provides mutual assistance during emergency situations.

  • Supervises Police Officers, Sergeants, and support staff; supervises the scheduling and coordination of shift changes; trains personnel in proper work methods; assigns, delegates and reviews work; conducts roll call; training and performing weapons, vehicle, and uniform inspections; maintains administrative records and personnel file; hears and resolves minor complaints; counsels subordinates and making recommendations and/or taking disciplinary action; analyzes, reviews and advise personnel regarding work procedures to ensure compliance with departmental rules and regulations; periodic evaluation of employee performance.

  • Oversees and personally participates in investigating criminal law violations occurring within the City limits; obtains evidence and compiles information regarding crimes; prepares cases for filing of charges; testifies in court; oversees and assists, as needed with uniform patrol, traffic, and response to emergency radio calls.

  • Performs planning and administrative duties; analyzes equipment needs, reviews reports submitted by staff; assists with establishment/enforcement/interpretation of departmental rules, regulations, policies, and procedures; oversees and performs complaint investigations and take subsequent action; advises staff on technical matters.

  • Reviews, evaluates, and develops programs, policies, and procedures for various departmental operations;

  • Responds to the public in accordance with departmental guidelines and procedures.

  • Performs other related duties as assigned.

  • The omission of specific duties does not preclude the supervisor from assigning duties that logically relate to the position.

  • Knowledge of criminal law, investigation, and crime prevention methods.

  • Knowledge of rules of evidence and laws governing the custody of persons.

  • Knowledge of accepted practices and procedures of good law enforcement administration.

  • Knowledge of city and departmental procedures, policies, rules, and regulations.

  • Knowledge of principles and practices of budget administration.

  • Knowledge of public personnel management and supervisory principles and practices.

  • Knowledge of law enforcement safety equipment and standards.

  • Knowledge of road network and geography of the City.

  • Knowledge of growth and crime pattern trends in the City and surrounding areas.

  • Skill in the use of firearms, radios, and physical restraint devices.

  • Ability to identify and solve management and administrative problems.

  • Ability to plan, prioritize and coordinate and supervise the work of a shift or unit.

  • Ability to plan, assign, supervise, review, and evaluate the work of others.

  • Ability to develop and mentor personnel.

  • Ability to act decisively in emergency situations and adopt a proper course of action.

  • Ability to write, review and analyze reports.

  • Ability to establish and maintain cooperative relations with colleagues, other City staff, and the public.

  • Ability to resolve conflicts with tact and diplomacy.

  • Ability to understand, interpret and explain laws, regulations, and policies governing law enforcement operations.

  • Ability to interpret administrative direction and incorporate it into operational policies and procedures.

  • Attention to detail and adaptability to a changing environment is extremely important as well as dependability.

  • Demonstrate a high level of professionalism, initiative, resourcefulness, and personal accountability.

  • Moderate physical activity. Requires handling objects of average-weight up to one hundred (100) pounds, standing and/or walking for more than four (4) hours per day, climbing poles, bending, crouching, or stooping, and using tools and equipment requiring a high degree of dexterity, and distinguish between shades of color. Work is performed either in an office environment or a variety of field and office settings and may require exposure to dangerous and life-threatening situations. Must be willing to carry a firearm on and off the job; mentally and physically capable of taking the life of another, if justified; willing to work any hour of the day or night (shift work), overtime, weekends, on-call, and holidays; work at any location in the City and travel on specific assignments

  • Associate’s degree required; Bachelor’s degree preferred.

  • A minimum of six (6) years experience law enforcement experience including at least one (1) year as a Police Sergeant and three (3) consecutive years with the City of College Park.

  • Meet POST requirements for Peace Officer Certification and/or academy admittance according to GA law.

  • Completion of POST Supervisory Certification required and Georgia POST Management Module 1 or FBI-Leeda Training; equivalent combination of education and experience.

  • Must have a valid Georgia driver's license and must be a US citizen.

  • Experience in communicating with diverse communities, and in establishing and maintaining cooperative working relationships.

  • Proficiency in MS Office Suite, as well as knowledge and understanding of the organizational structure, workflow, and operating procedures.

  • Extensive hours and weekends will be required at times.
