We are seeking an experienced and highly motivated Housing Finance Deputy Administrator to join our team. The ideal candidate will bring strong financial expertise, proven leadership skills, and a commitment to supporting sustainable, equitable housing initiatives. This role is responsible for overseeing financial operations, managing complex housing budgets, analyzing funding opportunities, ensuring regulatory compliance, and providing strategic guidance to support long-term program success.

Eight years of experience in multi-family loan processing, residential lending, or property appraisal; housing block grants work, compliance programs, urban or regional planning, public housing management, financial management in a Section 8 program, or administrative services; OR

Six years of full-time work experience in any field plus five years of experience in multi-family loan processing, residential lending, or property appraisal; housing block grants work, compliance programs, urban or regional planning, public housing management, financial management in a Section 8 program, or administrative services; OR

A bachelor's degree plus five years of experience in multi-family loan processing, residential lending, or property appraisal; housing block grants work, compliance programs, urban or regional planning, public housing management, financial management in a Section 8 program, or administrative services; OR

An advanced degree in business or public administration, economics, finance, accounting, marketing, or quantitative business analysis plus four years of experience in multi-family loan processing, residential lending, or property appraisal; housing block grants work, compliance programs, urban or regional planning, public housing management, financial management in a Section 8 program, or administrative services.

EXPERIENCE SUBSTITUTION: Every 30 semester hours earned from an accredited college or university will be credited as one year of experience towards the six years of full-time work experience in any field. The maximum substitution allowed is 120 semester hours which substitutes for a maximum of four years of experience in any field. The official job specifications for this role, as defined by the State Civil Service, can be found here. Job Duties:

  • Serve as program director for evaluating and ensuring compliance with all HOME Program Initiatives for the Corporation, which includes federal compliance guidelines; assist and offer guidance on the Corporation's policies and guidelines for planning and implementation of various housing programs administered by the State; advise and make an eligibility determination for compliance with terms of the programs and Agency Policy. Oversees housing projects that utilize any of the HOME funding sources.

  • Administers the nonprofits with compliance, regulations, and financial policies; assists and recommends acquisition and rehabilitation of new construction of rental housing; and with rehab, property management, and finance as appropriate in project development and implementation; interacts with Municipal representatives and their professionals as well as HUD in the administration of HOME CHDO Programs.

  • Participates in Agency general corporate activities relating to staffing, budgeting, etc., and meets with officers in both profit and nonprofit housing development organizations to provide financing and technical assistance to make projects economically feasible.

  • Develops policies, procedures, training tools, and program manuals relating to monitoring.

  • Research legal and policy issues as needed, and provide assistance to other monitors as needed.

  • Ensure supervisors have a thorough knowledge of program requirements as well as knowledge of peripheral governmental housing regulations; remain informed on changes and educate, train, and direct staff to implement regulations and new changes; maintain constant oversight of program requirements by monitoring all housing units for health, safety, and maintenance to ensure clean, decent, and affordable housing is provided to the tenants; ensure non-compliance issues are identified, and follow-up is provided timely; review and provide statistical data on standardized reports for Federal Regulatory Agencies and for Board Meetings; and assess records and reconcile compliance fees for submission to the Accounting Department.

  • Coordinates various specific areas of housing development with local community officials, financial institutions, the US Department of Housing and Urban Development, the US Department of Agriculture, Rural Development, and other departments and divisions to effectively evaluate programs to assure appropriate coordination with other agencies.

  • Participate in Corporation general activities such as staffing, budgeting, etc.; direct lower-level staff in regard to meetings with external organizations to provide technical assistance, and meet with individuals and entities such as developers, federal, state, or local officials, and other housing and community development leaders formulating policy, planning, and strategies for initiatives to address the state’s housing needs and problems.
