Sr Proposal Analyst

Bell is seeking an experienced, detail-oriented, and collaborative Senior Proposal Analyst to support the planning, development, and delivery of competitive proposals across Bell Military, Bell Commercial, and other Textron business units. Reporting to the Manager, Submission Response Team, you will partner across functions and business units to develop compelling, compliant proposals for strategic business opportunities, apply best practices, and strengthen enterprise proposal capability.

What You’ll Be Doing

  • Provide proposal expertise, surge support, and best-practice sharing across Bell and other Textron business units for enterprise-level and business-specific pursuits.

  • Lead the planning, development, review, and submission of competitive proposals, including Requests for Proposal (RFPs), Requests for Information (RFIs), and other customer responses across military, commercial, and enterprise opportunities.

  • Develop and maintain proposal schedules, compliance matrices, outlines, planning/control documents, and other proposal management tools to ensure compliant, consistent, high-quality, on-time submissions.

  • Coordinate and facilitate proposal activities, including kickoff meetings, strategy sessions, color-team reviews, and executive reviews, ensuring requirements, responsibilities, milestones, and deliverables are clearly defined and executed.

  • Coordinate cross-functional proposal resources, including writers, subject-matter experts, graphic artists, consultants, and external partners.

  • Develop and maintain proposal templates, processes, standards, tools, reusable content, and collaborative development environments, incorporating lessons learned and industry best practices.

  • Develop proposal graphics, presentations, executive briefings, and other visual communications supporting competitive pursuits.

  • Manage multiple concurrent proposal efforts and priorities while maintaining quality and meeting demanding deadlines.

Qualifications

Skills You Bring to This Role

  • Bachelor’s degree in Business Administration, Engineering, Finance, Marketing, Communications, or a related field is required.

  • Minimum 5 years’ relevant experience in proposal management, proposal development, capture management, project management, contracts, or business development.

  • Demonstrated experience leading competitive solicitation responses, including RFPs and RFIs, from planning through submission.

  • Strong project management and organizational skills, with deep knowledge of proposal processes, compliance, scheduling, document control, and structured review methodologies.

  • Excellent written and verbal communication skills, including the ability to develop compelling content, communicate complex information, and present effectively to senior leadership.

  • Demonstrated ability to collaborate across functions and business units, facilitate teams and executive-level reviews, and build effective stakeholder partnerships.

  • Proficiency with Microsoft Office applications (Word, Excel, PowerPoint, Outlook, Teams, SharePoint) and collaborative proposal development environments.

  • Experience supporting government and commercial customers, including knowledge of U.S. Government contracting and Department of Defense acquisition processes.

  • Demonstrated business acumen and ability to apply knowledge of company products, customers, and markets to competitive pursuits.

  • Experience developing proposal training, templates, tools, and mentoring less-experienced team members, with a focus on continuous improvement and lessons learned.

  • Ability to manage multiple priorities and adapt quickly in a fast-paced, deadline-driven environment.

  • Proposal management certification, formal proposal development training, or experience with recognized proposal development methodologies is preferred. Aerospace, defense, government, rotorcraft, or other complex technical industry experience is also preferred.
