Summary This position is located in the Department of Health and Human Services, Assistant Secretary for Administration, headquartered in Washington, District of Columbia. This announcement will close at 11:59 PM, on the day that 75 applications have been received or the closing date of the announcement, whichever comes first. Responsibilities As a Human Resources Specialist, you will use your knowledge and experience to optimize business results and customer experience by: Processing personnel actions and performing quality review services, including payroll and compensation actions, debt resolution, and data integrity quality reviews with corrective actions as needed. Providing management advisory services on complex, sensitive, and controversial compensation issues, including compensation administration and salary/wage administration. Applying Title 5 and other statutory/legal authorities to pay retention, Highest Previous Rate, special salary rates, locality pay, pay limitations, overtime, special-rate systems, and overpayment situations. Processing Title 38 Pay actions, overseas personnel actions, overseas qualification review and onboarding services, and immigration personnel review actions. Assisting in planning, implementing, and coordinating major records-management program initiatives; developing records retention and classification systems; supporting information-management system design and implementation; collaborating on policies and procedures. Requirements Conditions of Employment Qualifications WHAT WE ARE LOOKING FOR Minimum Qualifications: You must have one year specialized experience to perform successfully the duties of the position. To be creditable, specialized experience must have been equivalent to at least the GS-11 grade level in the Federal service performing ALL of the following: Processing, coding, reviewing, and performing quality reviews of complex personnel actions and applying corrective actions to ensure data integrity and compliance with applicable HR requirements. Reviewing pay and personnel actions, including providing guidance on pay and compensation matters or resolving associated personnel or pay issues. Performing personnel review actions, which may include immigration actions, Title 38 or overseas, including reviewing personnel matters and/or providing HR support necessary to process immigration-related, overseas or Title 38 actions. Coordinating or initiating HR projects, program activities, or records/information management initiatives to ensure accurate, timely, and compliant HR services. Experience refers to paid and unpaid experience, including volunteer work done through national Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; community; student; social). Volunteer work helps build critical competencies, knowledge, and skills and can provide valuable training and experience that translates directly to gain employment. You will receive credit for all qualifying experience, including volunteer experience. If such experience is on a part-time basis, you must provide the average number of hours worked per week as well as the beginning and ending dates of the experience so it can be fully credited.
