Summary Join the U.S. Office of Personnel Management (OPM) Shared Service Center! We're looking for talented professionals to help deliver solutions that support federal agencies nationwide. As a HR Specialist (Classification) with the Classification Strategy and Operations program, you will provide position management and classification services, manage reimbursable HR projects, advise customer agencies, and deliver training on classification and position management topics. Responsibilities Classifies Federal positions and recommends defensible title, series, grade, and related position data determinations. Conducts position management and classification reviews, including desk audits, interviews, work sample reviews, and evaluation statements. Applies classification standards, guides, policy, digest decisions, and appeal decisions to support classification recommendations. Advises customer agencies on position management, classification programs, policies, business practices, and organizational structure issues. Manages reimbursable HR projects by setting goals, milestones, resources, deliverables, quality controls, and project reporting. Serves on cross-functional teams supporting HR strategy, organization design, workforce planning, program evaluation, and related HR services. Designs and delivers classification and position management training, workshops, presentations, focus groups, and facilitation sessions. If the duty station is finalized outside of the Washington, DC metropolitan area, this position will not be represented by a bargaining unit. Qualifications In order to be rated as qualified for this position, the HR Office must be able to determine that you meet the specialized experience requirement- this information must be clearly supported in the resume. You must include months, years and hours per week worked to receive credit for your work and/or volunteer experience. One year of specialized experience is equivalent to 12 months at 40 hours per week. Part-time hours are prorated. You will not receive any credit for experience that does not indicate exact hours per week or is listed as "varies". For the GS13: Your resume must clearly demonstrate that you have one full year (52 weeks) of specialized experience comparable in scope and responsibility to the GS-12 grade level or pay band in the Federal service (obtained in either the public or private sectors) performing ALL the following duties: Applying position classification standards, functional guides, and HR policies to recommend title, series, grade, and related position data determinations; Conducting desk audits or fact-finding interviews with employees and supervisors to gather information needed for position classification reviews; Preparing position descriptions, evaluation statements, classification reports, or advisory recommendations that support classification decisions; AND Coordinating HR classification or position management projects by setting milestones, tracking progress, reviewing deliverables, and communicating with customers or team members. You must meet all qualifications and eligibility requirements by the closing date of this announcement. Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community, student, social). Volunteer work helps build critical competencies, knowledge, and skills and can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience.
