Summary

As a senior Building Management Specialist (Property Manager), you will interact extensively with building tenants to assess their facility and facility-related needs. Location of position: Public Buildings Service (PBS), Office of Facilities Management (PM). The Office of Facilities Management (PM) is responsible for the construction, alteration and maintenance of federal buildings. We are currently filling 14 vacancies, but additional vacancies may be filled as needed.

Duties

Directs, performs and coordinates the following program activities: manages building operations, maintenance, repair, alteration, historic preservation, safety, environmental and security in owned and leased buildings assigned. Promotes and monitors efficient occupant space utilization, energy and water conservation, sustainability and environmental hazards programs, and fire and security protection. Develops and promotes positive working relationships with customer agencies and client personnel and maintains continuous liaison with building tenants and top management officials of customer agencies and tenants at facilities managed. Participates and engages in planning and developing operating budgets and all related procedures and activities for assigned facilities. Manages the contracting and leasing administration process as needed on behalf of tenant agencies. May administer various types of contracts and leases. Serves as the Contracting Officer's Technical Representative (COTR). Requirements

The GS-13 salary range starts at $106,437 per year. Salary depends on the duty location and associated locality pay. To qualify, you must have at least one year of specialized experience equivalent to the GS-12 level or higher in the Federal service. Specialized experience is experience managing a multi-level commercial office building (or equivalent non-housing high rise building) consisting of complex building mechanical systems (e.g., building automated systems, centralized HVAC, alarm systems, elevators, etc.). This experience includes: Monitoring occupant space utilization, energy and water conservation, sustainability and environmental hazards programs; Directing and coordinating alteration and renovation projects; Maintaining customer satisfaction programs including feedback mechanisms used to evaluate the effectiveness of services provided; Managing or monitoring real property budgetary and financial data; and, Contract administration and oversight (i.e., janitorial, mechanical, elevator contracts).

How You Will Be Evaluated

A panel of Subject Matter Experts (SMEs) will review the application of qualified candidates and assign a score for each of the five required Knowledge, Skills, and Abilities (KSAs) based on the experience documented in the resume and narrative responses. Knowledge of a wide range of building management principles, concepts, and practices as well as a thorough understanding of building tenants and client agencies' needs, requirements, and customer satisfaction drivers to operate, maintain, and manage real property assets in a manner that provides quality building services at a reasonable cost and satisfies building tenants and customer agencies. Knowledge of building operations and maintenance, major systems and equipment such as HVAC, controls, mechanical, electrical, plumbing, roofing, structural, elevators, and renewable energy systems and how they contribute to whole building energy and water use. Skills in interpersonal relations and in written and oral communications required to explain, evaluate and negotiate client and technical operating requirements, coordinate work efforts and negotiate resolutions to problems and present information. Knowledge of customer relations and conflict resolution sufficient to develop and maintain a high level of customer satisfaction in the building(s) managed. Knowledge of business policies, processes and initiatives related to Property Management programs including: data management and associated performance measures; customer relationship management; budget formulation; use of Building Automation Systems (BAS), Computer-Aided Design (CAD)/Computer-Integrated Facility Management (CIFM), Building Information Modeling (BIM), advanced metering, Computerized Maintenance Management System (CMMS) and other data and technology tools used to effectively manage properties and trends in the facility management technology. Knowledge of policies, regulations, Desk Guides, and applicable statutes with regard to property management and safety issues required to plan and manage the operation of buildings including lease administration processes; knowledge necessary to develop requirements, prepare contracts or support information, evaluate offers and award small purchase contracts within delegated authorities.
