**JOB SUMMARY:**Under general supervision, provides professional level category support in a variety of procurement activities.Participates in on going category and vendor performance management.
**POSITION SPECIFIC JOB RESPONSIBILITIES:**Training development and delivery, procurement knowledge management, administrative support, training coordination, certification tracking, and liaison responsibilities with the Department. Procurement training is also responsible for managing all personnel procurement certifications, training coordinating and training local agencies.

MINIMUM QUALIFICATIONS
The selected candidate must meet the advertised minimum qualifications to include State Entry Qualifications as well as Agency Specific Minimum Qualifications.
STATE ENTRY QUALIFICATIONS:
- Associate’s degree in accounting or business or a directly related field from an accredited college or university and two (2) years of job – related experience in a procurement environment;
- or Technical diploma in accounting or business and three (3) years of job-related experience in a procurement environment;
- or two (2) years of experience at the lower-level purchase/Procurement Agent 1 (FEP020) or position equivalent.
Note: Some positions may require certification. Note: An equivalent combination of education and job specific experience that provided the knowledge, experience and competencies
required to successfully perform the job at the level listed may be substituted on a year-over-year basis.
AGENCY MINIMUM QUALIFICATIONS:
- Experience delivering training
- Ability to schedule, coordinate training, and provide administrative support
- Possess good communication skills
- Ability to maintain training records
- Experience in updating course materials
- Familiarity with certification programs
AGENCY PREFERRED QUALIFICATIONS:
- Ability to Deliver Procurement system instruction
- Familiarity with Workday and PeopleSoft
- ATD Training Certification or equivalent
- Bachelor’s degree in Supply Chain Management, Education, or a related field.
- Two to five years of experience in public sector procurement, contract administration, or purchasing, preferably within a state government environment.
- Experience in developing and delivering training, including curriculum design, instructional material creation, and facilitation of in‑person and virtual learning.
- Working knowledge of state procurement laws and regulations, including Georgia Procurement Manual (GPM), DOAS guidelines, and federal compliance requirements applicable to transportation projects.
- Hands-on experience with e-procurement systems, such as Team Georgia Marketplace, PeopleSoft, or similar platforms.
- Strong communication and presentation skills, with the ability to translate complex procurement rules into clear, accessible guidance.
- Demonstrated ability to analyze processes, identify learning gaps, and recommend training improvements.
- Certification(s) preferred, Certified Georgia Procurement Officer (CGPO), NIGP-CPP, CPPB, CPPO, or other recognized procurement or training credentials.
- Experience supporting change management, system upgrades, or process rollouts across large organizations.
- Proficiency in developing job aids, SOPs, and training resources, using Microsoft Office and learning development tools (PowerPoint, SharePoint, LMS platforms, etc.)
IMPORTANT INFORMATION FOR ALL GDOT JOBS

In addition to the interview, the final selection is based on the applicant’s work history and performance (documented in HR and/or Office files), PeopleSoft/employee status (i.e. rehire code), employee performance reviews, personnel file review (HR & Office Files), criminal background check, employment reference checks (including references and commendations from Managers and other relevant documentation) and, for supervisory positions, demonstrated leadership skills based on past and current work history will be considered.
Good Employment Standing:
In accordance with the Interview and Selection Process (ISP), an applicant must have no active disciplinary actions to be in good employment standing. Actions that may disqualify an applicant include letters of reprimand (active for 12 months after issuance date); suspension without pay or disciplinary demotion (active for 12 months from the effective date); Performance Improvement Plans (PIP) and Leave Restriction Plans (active until 12 months after the date of conclusion). In addition, an employee must have an overall ePerformance rating score of three (3) or higher on their most current evaluation. Please note that Memorandums of Concern are not considered disqualifying factors. Human Resources may remove any employee from consideration for selection who is pending a disciplinary action; however, if the action is resolved in the employee’s favor, he or she will be allowed to compete.
