This is a non-bargaining unit position. Responsibilities As an Accountant, at the full performance you will perform the following duties: Identifies, considers, and resolves a variety of financial-related issues, questions, and problems related to the agency financial management program. Serves as a secondary communicator with colleagues, agency management and other contacts internal & external to the agency to gather, analyze, and compile financial data to provide financial advisory services and to convey financial in a variety of written forms such as cost, budget, and ad-hoc reports Provides advice to program managers, analyzes, and interprets accounting data and reports and performs financial analysis, forecasts, monitoring and evaluations of progress. Based on results, collaborates, and advises management on methods to increase control over expenditures, collections, and internal controls of processes Coordinates and ensures timely collection and review of data for periodic reporting requirements Provides technical assistance in the development of procedural manuals, methods, and directives Providing training to team members on audit and remediation processes. Basic Requirements (IE Educational requirements) Degree: accounting; or a degree in a related field such as business administration, finance, or public administration that included or was supplemented by 24 semester hours in accounting. The 24 hours may include up to 6 hours of credit in business law. (The term "accounting" means "accounting and/or auditing" in this standard. Similarly, "accountant" should be interpreted, generally, as "accountant and/or auditor.") OR Combination of education and experience: at least 4 years of experience in accounting, or an equivalent combination of accounting experience, college-level education, and training that provided professional accounting knowledge. The applicant's background must also include one of the following: Twenty-four semester hours in accounting or auditing courses of appropriate type and quality. This can include up to 6 hours of business law; A certificate as Certified Public Accountant or a Certified Internal Auditor, obtained through written examination; or Completion of the requirements for a degree that included substantial course work in accounting or auditing, e.g., 15 semester hours, but that does not fully satisfy the 24-semester-hour requirement of paragraph A, provided that (a) the applicant has successfully worked at the full-performance level in accounting, auditing, or a related field, e.g., valuation engineering or financial institution examining; (b) a panel of at least two higher level professional accountants or auditors has determined that the applicant has demonstrated a good knowledge of accounting and of related and underlying fields that equals in breadth, depth, currency, and level of advancement that which is normally associated with successful completion of the 4-year course of study described in paragraph A; and (c) except for literal nonconformance to the requirement of 24 semester hours in accounting, the applicant's education, training, and experience fully meet the specified requirements. In addition to the basic requirements listed above: You qualify for the GS-12 grade level if you possess one (1) year of specialized experience at the GS-11 grade level or equivalent performing duties such as: Conducts, participates, establishes, and maintains business processes that contribute to effective management control over program operations. Coordinate and provide input in the development of the Statement of Assurance for financial management processes. Collaborates in the development of milestones, drive and monitor remediation action plans and provide status and progress on corrective actions to senior management. Provides technical assistance in the development of procedural manuals and standard operation procedures Provides training to team members on audit and remediation processes You qualify for the GS-13 grade level if you possess one (1) year of specialized experience at the GS-12 grade level or equivalent performing duties such as: Assists in the development of justification for agency financial/accounting policy and actively participates in senior level agency coordination of accounting issues. Identifies, considers, and resolves a variety of financial-related issues, questions, and problems related to the agency financial management program. Responsible for short and long-range planning and development activities to address current and future requirements of financial reporting and IT operations and to meet established goals and objective Frequently collaborates on reviewing systems and processes to ensure they do not compromise regular reporting requirements.
