Summary

ACCESS TO MEDICAL AND DENTAL CARE IN GUAM IS EXTREMELY LIMITED. Please see Additional Information section below. You will serve as a CONSTRUCTION MANAGEMENT SPECIALIST in the Planning, Design and Construction of NAVAL FACILITIES ENG COMMAND MARIANAS. This position is also subject to a Cost of Living Allowance (COLA) and Non-Foreign Post Differential (NFPD) currently set at 11.88% and 13.12%, respectively. COLA and NFPD are subject to change without notice.

Duties

  • You will serve as a senior experienced and independent construction manager and provides expert construction management services to all activities and tenants served by the Facilities Engineering Command (FEC).
  • You will provide assistance and technical guidance to construction managers, construction engineers/architects, NAVFAC business/support lines, leading in the execution of Capital Improvements construction projects.
  • You will be responsible for enforcement of all technical and administrative provisions of assigned construction contracts.
  • You will be responsible for design-bid-build and design-build projects, reviewing pre-final contract drawings and specifications (including technical RFPs) with respect to constructability and compatibility with actual field conditions.
  • You will participate in pre-award contract meetings such as Functional Analysis Concept Development (FACDs) meetings and constructability reviews.
  • You will coordinate post-award contract meetings, preconstruction conferences, partner meetings, schedule acceptance meeting, design review meetings, LEED coordination meetings, Facility Turnover Planning Meetings and final inspections.
  • You will represent as the technical representative in matters involving contract modifications and claims.

Qualifications

Your resume must demonstrate at least one year of specialized experience at or equivalent to the GS-12 grade level or pay band in the Federal service or equivalent experience in the private or public sector. Specialized experience must demonstrate the following: 1) Performing administrative work to provide material, services, equipment, and contract support for construction projects; 2) Negotiating and administering construction contracts to ensure specifications and quality assurance are in compliance; 3) Oversee maintenance and construction projects (e.g., estimating, planning, execution) to provide quality, timeliness, and cost effectiveness of facilities maintenance projects and services; and 4) Utilizing the principles, methods, and tools of quality assurance, quality control, process improvement, and reliability used to ensure that a project, system, or product meets requirements and standards.
