Summary
Join the U.S. Office of Personnel Management (OPM) Shared Service Center! We're looking for talented professionals to help deliver solutions that support federal agencies nationwide. If selected, you will be responsible for the Leadership for an Efficient and Accountable Government (LEAG) program, providing oversight and strategic direction for the design, delivery, and evaluation of cohort-based federal leadership development programs aligned with OPM's Executive Core Qualifications.
Duties
Plans, directs, and evaluates the full lifecycle of the LEAG program, including cohort scheduling, curriculum delivery, assessment integration, and participant experience across in-person, virtual, and hybrid formats. Provides full supervisory oversight of a multidisciplinary team, including assigning work, developing performance standards, conducting evaluations, coaching staff, and participating in hiring and onboarding. Develops and manages program budgets, designs pricing and cost-recovery models, and oversees financial reporting, IAAs, purchase card use, and procurement actions in compliance with federal acquisition regulations. Provides strategic oversight of curriculum design, instructional approaches, and learning outcomes, and supervises faculty to ensure quality, consistency, and alignment with OPM's ECQ framework. Oversees the selection, administration, and integration of leadership assessment tools (e.g., personality assessments, 360s) to support data-driven program improvement. Serves as the principal LEAG representative in engagements with agency leadership, OPM executives, and external partners; prepares and delivers high-level briefings and decision memos. Manages stakeholder relationships and leads outreach efforts, including information sessions, Q&A webinars, and coordination of participant communications and marketing materials. Leads integrated program planning to synchronize curriculum, operations, and logistics; identifies and mitigates risks; and ensures compliance with data privacy, accessibility, records, and security requirements. In order to be rated as qualified for this position, the HR Office must be able to determine that you meet the specialized experience requirements listed below- this experience must be clearly supported in the resume. You must include months, years and hours per week worked to receive credit for your work and/or volunteer experience. One year of specialized experience is equivalent to 12 months at 40 hours per week. Part-time hours are prorated. You will not receive any credit for experience that does not indicate exact hours per week or is listed as "varies". For the GS14: You must have at least one year (52 weeks, full-time) of specialized experience equivalent to the GS-13 grade level in the Federal service (or comparable level of experience from outside the Federal service) performing each of the following duties. Your resume must support your answers in order to be found qualified. Supporting the planning, coordination, and delivery of a federal training or leadership development program, such as contributing to curriculum design, scheduling, logistics, and evaluation activities across in-person, virtual, or hybrid modalities. Participating in budget execution, financial tracking, or resource management activities for a training or professional development program, such as monitoring expenditures, processing procurement actions, purchase card transactions, or Interagency Agreements (IAAs) in compliance with federal financial management regulations. Coordinating with agency partners, stakeholders, or senior officials to support the planning and delivery of training or professional development programs, including preparing materials, facilitating communications, and ensuring logistical requirements are met. Contributing to the work of a team responsible for the planning, coordination, and delivery of training or professional development programs, including tracking assignments, supporting program operations, and ensuring work products align with program goals and quality standards. Merit promotion applicants must meet time-in-grade requirement as defined in 5 CFR 300, Subpart F. One year at the GS-13 level is required to meet the time-in-grade requirements for the GS 14 level. You must meet all qualification and eligibility requirements within 30 days of the closing date of this announcement. Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community, student, social). Volunteer work helps build critical competencies, knowledge, and skills and can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience.

You will be evaluated based on how well you meet the qualifications listed in this vacancy announcement.
