Summary

THIS IS AN ARMY NATIONAL GUARD TITLE 32 EXCEPTED SERVICE POSITION. This National Guard position is for a TITLE 32 HR ASST (MIL) (MI G1), Position Description Number NGD2014000 and is part of the MI JFHQ Army, Michigan Army National Guard. MICHIGAN ARMY NATIONAL GUARD MEMBERSHIP IS REQUIRED. Duties

THIS IS A TITLE 32 NATIONAL GUARD POSITION THAT REQUIRES MILITARY MEMBERSHIP This position is located in the Military Personnel Office (MILPO) of the Army National Guard. The purpose of this position is to serve as the final reviewer and procedural authority of personnel actions submitted to the MILPO by lower echelons. Work is to be performed in one or more of the following work areas: Personnel Systems Management, Officer or Enlisted Personnel Management (OPM, EPM), Retirement Points Accounting Management (RPAM), Selected Reserve Incentive Program (SRIP), Montgomery G.I. Bill, Physical Disability Evaluation System (PDES), Incapacitation Pay (INCAP), Mobilization (MOB)/Demobilization (DEMOB), TRICARE, Military Medical Support Office (MMSO), Line of Duty (LOD) investigations, and Funeral Honors/Casualty Assistance. Serves as a final reviewer and/or processor of actions, which may include but are not limited to: accessions, discharges/separations, promotions, awards, reductions, transfers, boards, Non­Commissioned Officer Evaluation Reports (NCOERs), Office Evaluation Reports (OERs), promotion eligibility, Simultaneous Membership Program (SMP), discharges, waivers, award/withdraw, Military Occupational Specialty (MOS), retirement eligibility, iPERMS, RCAS, eMILPO, SIDPERS, DJMS, DMDC, CAC Automation,TAPDB-G, DSRO, and any additional or emerging systems that support personnel management and actions that affect eligibility of educational or incentive benefits as well as sensitive, complex cases, which involve: Allegations of inequitable, prejudiced, or similar treatment (e.g. issues of fraudulent enlistment or assignment; removal of military member from active or inactive status). Cases have major effects on career or service as they may result in unfavorable career separation or loss of status. Researches and obtains all necessary, relevant information regarding cases and issues and provides explanations and interpretations of rules, regulations, procedures, and requirements pertaining to actions taken or recommended. Drafts or prepares related correspondence for appropriate signature and enters data in automated systems, as needed. If serving as the primary assistant to the Military Funeral Honors or Casualty Assistance programs then you serve as the primary point of contact, coordinator, and advisor for questions regarding Military Funeral Honors and/or Casualty Assistance. Provides advisory services to family members of deceased military members (current and former) and serves as a liaison between the family and funeral directors and their assistants, Veterans Services Organizations, Veterans Affairs Offices, National Guard Bureau (NGB), Regional Casualty Assistance Coordinator (CAC), and other military services and/or members. Provides assistance to the family members by advising them of the deceased member's entitlements and provides information or assistance with filling out any required forms. NOTE: All job seekers will be required to limit their resumes to 2 pages in length when applying for job opportunity announcements (JOAs) MILITARY GRADE: E3-E7 Selectee(s) must be within the military grade(s) listed in this job announcement prior to the effective date of placement into the technician position to ensure to avoid grade inversion, as determined by the Human Resources Office (HRO). Technicians will not be militarily senior to their full-time supervisor or wage leader (Grade Inversion). Enlisted members currently at a higher grade than allowed by the position (see Military Grade Requirement above) may apply; however, they must administratively reduce prior to appointment and provide confirmation of the reduction to HRO. GENERAL EXPERIENCE: Progressively responsible clerical, office, or other work that indicates ability to acquire the particular knowledge and skills needed to perform the duties of the position with experience using computer and automation systems. SPECIALIZED EXPERIENCE: Must have at least one-year specialized experience equivalent to at least the next lower grade level. Experience reviewing and processing military personnel actions such as accessions, promotions, separations, MOS changes, and incentive or eligibility determinations, ensuring accuracy and compliance with applicable regulations. Experience must include analyzing case information, resolving discrepancies, and verifying completion of legal, medical, and administrative requirements. Applicants must have experience using automated personnel systems (such as iPERMS, RCAS, SIDPERS, or similar databases) to research records and prepare required documentation. Experience providing guidance to military members or HR personnel regarding regulatory procedures is also required. QUALITY OF EXPERIENCE: Length of time is not of itself qualifying. Candidates' experience should be evaluated on the basis of duties performed rather than strictly on the rank of the individual; however, established compatibility criteria/assignments must be followed. The applicant's record of experience, training, and education must show possession of the knowledge, skills, and abilities needed to fully perform the duties of the position to be filled.
