Summary
You will serve as Program Management Officer for Construction (PMO Construction) within Naval Facilities Engineering Systems Command (NAVFAC) HQ, located at the Washington Navy Yard.
Duties
- You will enforce Department of the Navy (DON) policy while interpreting and implementing DoW, OMB, and other federal guidance.
- You will develop strategic plans, goals, and policies to achieve missions efficiently. Determines and acquires required resources. Establishes execution procedures aligned with organizational priorities, Navy, DoD objectives, and readiness.
- You will balance cost, schedule, and performance to field capabilities faster. Directs programming, leads trade councils, integrates operations with acquisitions for requirement trade-offs, and waives technical and certification standards.
- You will represent DON construction with industry consortia to share Navy needs and adopt innovation. Builds workforce pipelines via training, talent exchanges, and experiential curricula to scale advanced production capabilities.
- You will provide executive direction for acquisition strategies, cost estimates, and schedules. Aligns plans with Navy and DoD objectives. Oversees MILCON programs and coordinates with DON stakeholders to deliver critical infrastructure solutions.
- You will review and evaluate program plans, schedules, system engineering efforts, and acquisition strategies, assessing technical, resource, and schedule risks.
- You will direct resource estimates, formulations, and funding justifications. Represents MILCON programs before SECNAV, DoW, and Congress to defend resource requirements and expenditure plans.
Qualifications

TECHNICAL QUALIFICATIONS (TQs): Your resume should demonstrate accomplishments that would satisfy the technical qualifications. TQ 1. Knowledge of project development, infrastructure life-cycle management and planning, installation planning, land use, site development, environmental compliance, facilities design and construction critical processes, utilities planning, communication infrastructure planning/design, anti-terrorism/force protection requirements, historic preservation requirements and community interface/interaction management techniques/tools. TQ 2. Knowledge or experience in Federal and DoW acquisition, life cycle management, and energy policy, mandates and goals. Demonstrated expertise in the Planning, Programming and Budgeting System and related budget development and program management for the full lifecycle of infrastructure programs. EXECUTIVE CORE QUALIFICATIONS (ECQs): In addition to the Technical Qualification Requirements listed above, all new entrants into the Senior Executive Service (SES) under a career appointment will be assessed for executive competency against the following five mandatory ECQs. If your 2-page resume does not reflect demonstrated evidence of the ECQs and TQs, you may not receive further consideration for the position. ECQ 1: Commitment to the Rule of Law and the Principles of the American Founding - This core qualification requires a demonstrated knowledge of the American system of government, commitment to uphold the Constitution and the rule of law, and commitment to serve the American people. ECQ 2: Driving Efficiency - This core qualification involves the demonstrated ability to strategically and efficiently manage resources, budget effectively, cut wasteful spending, and pursue efficiency through process and technological upgrades. ECQ 3: Merit and Competence - This core qualification involves the demonstrated knowledge, ability and technical competence to effectively and reliably produce work that is of exceptional quality. ECQ 4: Leading People - This core qualification involves the demonstrated ability to lead and inspire a group toward meeting the organization's vision, mission, and goals, and to drive a high-performance, high-accountability culture. This includes, when necessary, the ability to lead people through change and to hold individuals accountable. ECQ 5: Achieving Results - This core qualification involves the demonstrated ability to achieve both individual and organizational results, and to align results to stated goals from superiors. Note: If you are a member of the SES or have been certified through successful participation in an OPM approved SES Candidate Development Program (SESCDP), or have SES reinstatement eligibility, you do not need to respond to the ECQs. Instead, you should attach proof (e.g., SF-50, Certification by OPM's SES Qualifications Review Board (QRB)) of your eligibility for noncompetitive appointment to the SES. Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., professional, philanthropic, religious, spiritual, community, student, social). Volunteer work helps build critical competencies, knowledge, and skills and can provide valuable training and experience that translates directly to paid employment. This is a Key Leadership Position (KLP), as defined by the Defense Acquisition Workforce Improvement Act (DAWIA) that has a significant level of responsibility to the success of major acquisition programs. KLPs receive special attention with regard to qualifications and accountability. Additionally, in accordance with DON policy, the incumbent must meet requirements cited below, unless a waiver* is granted by the DON Senior AcquisitionExecutive (SAE) designated approving official: Certified in the Program Management Functional Area at the Advanced Tier 10 years acquisition experience in an Acquisition Workforce position, at least 4 years of which was performed while assigned to a Critical Acquisition Position Served as Program Manager (PM) or Deputy PM. Complete program manager's course at the Defense Systems Management College (PMT 4010 & PMT 4020) within 6 months of tenure start date. Other special statutory requirements as applicable to the position. A minimum of 80 Continuous Learning points must be earned every two years. *Waivers do not remove a position requirement and shall not exceed 24 months in length. How You Will Be Evaluated

Highly Qualified applicants may undergo one or more interviews and may be referred to the selecting official for further consideration. Upon selection, if not already a member of the SES serving under a career appointment, the individual selected must have his/her executive qualifications certified by the U.S. Office of Personnel Management's SES Qualifications Review Board (QRB) before appointment to this position. The selected individual's application will be forwarded to the OPM for review and certification by the QRB, unless the selectee provides evidence of their noncompetitive status (i.e., a current SES, OPM QRB certified SESCDP graduate, or SES reinstatement eligible). Upon QRB certification, the selected individual will be required to serve a one-year probationary period. This position is in the Senior Executive Service (SES), a small elite group of top government leaders. SES members possess a diverse portfolio of experiences including strong skills to lead across organizations. As an executive, you will influence the direction of innovation and transformation of the federal government and lead the next generation of public servants. Veteran's preference does not apply to the Senior Executive Service. This position is not covered by the Department of War Priority Placement Program. Additional vacancies may be filled by this announcement.
