Summary

The Chief Supply Chain Officer (CSCO) is the senior supply chain management officer for a VA Health Care System (VA HCS) with multiple sites of care and supports the Louis A Johnson VA Medical Center and Community based outreach facilities in the Clarksburg West Virginia area. This position oversees, guides, manages and integrates supply chain operations across the organization.

Duties

Duties: Logistics Operations/Supply Chain Integration: Serves as the senior logistics management officer for a VA HCS (with multiple sites of care) and supported catchment area, integrating acquisitions and procurement, logistics and related support and services for the supply chain. Standardizes business processes, establishes performance measures and analyzes the supply chain, developing actions as a result of analysis results, metrics, quality assurance/compliance, operating practices, and reporting within the system and catchment area. Integrates operations for the acquisition and procurement of complex healthcare resources that involve planning, coordinating, and evaluating the logistical and supply chain management actions required to support the complex requirements of a large healthcare system. Directs the supply chain, to include budge projections and execution for logistics programs and contracts, utilizing and understanding the role of logistics in healthcare system and VISN financial, business, capital asset management, clinical and administrative operations. Operations: Maintains extensive knowledge of supply chain systems and requirements necessary to provide direct support to the VA HCS< and technical guidance and assistance to all organizational logistics personnel pertaining to logistics. Analyze the supply chain, developing actions as a result of analysis results, metrics, quality assurance/compliance, operating practices, and reporting within the healthcare system. Conducts audits, compliance reviews and program effectiveness and efficiency reviews of all logistics activities to ensure they provide satisfactory levels of service and comply with all applicable laws, rules, regulations, directives and procedures. Oversees all activities involved in providing needed logistics support, tin include a capital asset planning, strategic sourcing of commodities. Serves as a liaison to the VISN, OAL&C and the VHA procurement and logistics office (P&LO). Establishes, maintains and promotes VA HCS and supported catchment area logistics personnel training and professional development programs. Material Management and Control: Serves as the VA HCS accountable Officer to ensure all government property assigned to the VA HCS and supported catchment area is accounted for receipt of title to final utilization and disposal. Plans, develops and adapts the supply chain management procedures as needed. Works closely and collaboratively with Biomedical and Engineering staff as part of the overall management of the property/equipment program. Conducts strategic planning and quality management of the equipment and leasing programs. Qualifications

To qualify for this position, applicants must meet all requirements by the closing date of this announcement, 10/09/2026. Time-In-Grade Requirement: Applicants who are current Federal employees and have held a GS grade any time in the past 52 weeks must also meet time-in-grade requirements by the closing date of this announcement. For a GS-14 position you must have served 52 weeks at the GS-13. The grade may have been in any occupation, but must have been held in the Federal service. An SF-50 that shows your time-in-grade eligibility must be submitted with your application materials. If the most recent SF-50 has an effective date within the past year, it may not clearly demonstrate you possess one-year time-in-grade, as required by the announcement. In this instance, you must provide an additional SF-50 that clearly demonstrates one-year time-in-grade. Note: Time-In-Grade requirements also apply to former Federal employees applying for reinstatement as well as current employees applying for Veterans Employment Opportunities Act of 1998 (VEOA) appointment. You may qualify based on your experience as described below: Specialized Experience: You must have one year of specialized experience equivalent to at least the next lower grade GS-13 in the normal line of progression for the occupation in the organization. Examples of specialized experience would typically include, but are not limited to: Integrating acquisitions and procurement, logistics and related support and services for the supply chain. develop action plans as a result of analysis results, metrics, quality assurance/compliance, operating practices, and reporting within the system and support area. Materials management and controls, inventory activities, acquisition program support, warehouse, transportation. Financial management, managing budgets which include supply and equipment, staffing, etc. develops plans, milestones and policy for the accomplishments of assigned functions.
