Title: Senior Manager of Enterprise Technology and Solution Development
Responsibilities
Enterprise Technology and TSSC Delivery
Direct delivery with program management, managers, and senior technical staff; align priorities, staffing, schedules, and commitments with mission objectives. Monitor quality, schedule, cost, and risk; resolve cross-team issues and lead corrective actions. Represent development with USGS, NASA, and mission partners.
Guide development and modernization across AWS, on-premises, and hybrid environments, including satellite ground systems, cloud services, automation, software engineering, scalable data processing, data management, long-term archive preservation, and global data distribution.
Evaluate alternatives and feasibility with technical specialists. Apply systems engineering, requirements management, testing, configuration management, and appropriate Agile or waterfall practices; coordinate resilience, observability, compliance, and operational readiness with security and operations teams.
Business Strategy and Financial Management
Align technology roadmaps and investments with mission outcomes, affordability, contract performance, and sustainable growth; identify opportunities to apply TSSC experience across programs and customers.
Develop business cases comparing build, buy, reuse, and partner options using total cost of ownership, benefits, staffing, implementation risk, and long-term support needs.
Manage assigned budgets and resource plans with program, finance, and contract leaders; report schedule and financial performance using program controls, including earned value where required. Apply cloud financial management and FinOps to forecasting, cost allocation, resource efficiency, and optimization; explain business and cost-performance implications of delivery decisions.
RFP Solutions and Proposal Development
Partner with business development, capture, and proposal leaders to analyze solicitations and evaluation criteria, clarify customer priorities, and identify capability gaps, dependencies, and risks.
Lead assigned proposal workstreams; personally author or substantively review technical and management narratives, implementation approaches, and transition plans with subject matter experts. Align content with requirements, evaluation criteria, staffing, schedules, and costs.
Work with TSSC managers and experts to turn reusable capabilities and documented results into approved case studies, demonstrations, past-performance inputs, and proposals showing measurable customer benefits.
Tailor approaches to mission, environment, scale, security, and budget; distinguish proven capabilities from proposed innovations.
Develop staffing models, skill mixes, work breakdown structures, schedules, and bases of estimate with delivery and pricing teams; validate labor, cloud, software, licensing, and other solution cost assumptions.
Participate in reviews, demonstrations, and oral presentations; explain differentiators and tradeoffs, address feedback, and ensure technically sound, affordable, achievable commitments. Coordinate proposal priorities and staff participation with TSSC leadership.
Transfer solution decisions, estimates, assumptions, and risks to delivery teams after award.
People Leadership and Innovation
Recruit, develop, and retain managers, architects, engineers, and software professionals; set expectations, manage performance, address development needs, and plan succession for critical roles.
Mentor managers, technical leaders, and early-career professionals in leadership, delivery discipline, customer engagement, financial judgment, and proposal communication. Support university relationships and workforce-aligned talent development.
Build trusted customer relationships and collaborate across engineering, operations, program management, finance, and business development; communicate recommendations to executive and technical audiences.
Evaluate emerging technologies, including AI-assisted engineering, machine learning, and intelligent automation, through practical pilots and business cases; advance approaches with demonstrated mission value, manageable risk, and sustainable operations.
Minimum Requirements

Demonstrated business acumen in budget management, resource planning, financial analysis, or business cases, balancing technical ambition, customer needs, cost, and execution risk.
Substantive competitive proposal or RFP experience, including direct authorship or leadership of technical solution content and contributions to staffing, estimates, or implementation plans.
Experience leading complex development using systems engineering and Agile or waterfall practices; working knowledge of schedule controls, financial reporting, and earned value concepts.
Proven multidisciplinary leadership, leader development, and cross-organizational collaboration; excellent writing, executive presentation, customer relationship, and organizational skills that connect technical decisions to mission outcomes and business value.
