Summary
About the Position: This position is located at 673rd Medical Group, Joint Base Elmendorf-Richardson, Alaska. This is a Direct Hire Solicitation. A recruitment or relocation incentive may be authorized. Federal employees in Alaska are currently entitled to receive a 1.49% Cost of Living Allowance (COLA) in addition to the base salary. This is subject to change.
Duties
- Assist management in developing and identifying near and long range plans to meet Defense Health Agency (DHA) service contract requirements.
- Independently initiate and complete initial review of contract packages.
- Provide advice to staff regarding the generation of contracts and conduct all phases of reviews or continuing assignments.
- Track contract packages to ensure they are complete and sent to various contracting offices timely.
- Serve as the subject matter expert of the Contracting Officer Representative (COR) Program by providing program oversight and ensure the Functional Requirements Evaluator Designees (FREDs) are managing appointed contracts.
- Perform quarterly contract file audits to be presented to the supervisor to ensure the Logistics Flight Medical Squadron (MDS) is meeting Manager Internal Control Program (MICP) requirements.
- Manage contract project milestones and budgets from planning through initial operations.

Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community; student; social). You will receive credit for all qualifying experience, including volunteer experience. Your resume must clearly describe your relevant experience; if qualifying based on education, your transcripts will be required as part of your application. Additional information about transcripts is in this document. Specialized Experience: One year of specialized experience which includes coordinating with stakeholders to define procurement requirements; reviewing contract packages to ensure regulatory compliance; and administering post-award actions by performing invoice audits or tracking contractor performance. This definition of specialized experience is typical of work performed at the second lower grade/level position in the federal service (GS-09). OR Education: Ph.D or equivalent doctoral degree or 3 full years of progressively higher level graduate education leading to such a degree in a field which demonstrates the knowledge, skills, and abilities necessary to do the work of the position, such as such as Contracts, Purchasing, Business, Finance, or Industrial Management. OR Combination of Education and Experience: A combination of education and experience may be used to qualify for this position as long as the computed percentage of the requirements is at least 100%. To compute the percentage of the requirements, divide your total months of experience by 12. Then divide the total number of completed graduate semester hours (or equivalent) beyond the second year (total graduate semester hours minus 36) by 18. Add the two percentages.

Applicants selected from the contiguous United States (contiguous United States consists of the 48 adjoining U.S. states plus Washington, D.C., on the continent of North America) will be afforded pay retention in circumstances in which the basic rate of pay would otherwise be reduced if selected for the position. Position is designated as Mission Essential. The incumbent will be required to report to work during times of contingency operations, natural disasters, extreme weather or other emergency situations.
