This position will require a medical surveillance baseline exam.

Position:

The Idaho Department of Environmental Quality (DEQ) is hiring a Compliance Officer for the Pocatello Regional Office.

Salary Range: $32.00 - $34.50

Responsibilities:

  • Remediation Compliance Officer:

  • Evaluate releases against the Ground Water Quality Rule (IDAPA 58.01.11 ), Rules for Petroleum Release Corrective Action (IDAPA 58.01.24), and Idaho's Water Quality Standards (IDAPA 58.01.02) to determine if further remedial action is required.

  • Follow up on petroleum, chemical, hazardous, and deleterious material releases; citizen complaints; and individual and facility self-reports.

  • Notify and coordinate the characterization and remediation of petroleum and other chemicals from non-underground storage tanks.

  • Review and provide comments back on sampling and remediation plans.

  • Compare confirmation sample concentrations to the United States Environmental Protection Agency’s (EPA's) Regional Screening Levels, EPA's Vapor Intrusion Screening Levels, or a Department approved risk assessment.

  • Compile all documentation and communications into DEQ’s electronic document management system.

  • Compile and submit the general remediation performance measures to the long-term general remediation compliance officer.

  • UST/LUST Compliance Officer, UST Program:

  • Conduct approximately 60 underground storage tank (UST) compliance inspections every 3 years.

  • Conduct enforcement as needed.

  • Oversee UST installations, as needed.

  • Oversee UST closures.

  • Enter appropriate information into the UST/LUST Database.

  • Interpret rules and regulations, as appropriate.

  • Train owners and operators on the UST rules and regulations.

  • Oversee suspected release investigations.

  • Participate in quarterly UST conference calls.

  • Provide outreach and technical assistance.

  • Research and stay current on UST issues such as installation practices, testing protocols, and recommended practices.

  • Respond to public record requests and complaints.

  • UST/LUST Compliance Officer, LUST Program:

  • Manage all Pocatello Regional Office and Idaho Falls Regional Office leaking underground storage tank (LUST) projects.

  • Review site assessment work plans, investigation reports, risk evaluations, and corrective action plans within 30 days.

  • Complete the corresponding data review and verification checklist within 30 days of report submittal.

  • Ensure public notice is provided for each applicable LUST site. Enter appropriate information into the UST/LUST Database.

  • Ensure all statewide LUST site information is current.

  • Participate in meetings and conference calls with responsible parties throughout the investigation and cleanup process.

  • Ensure remediation plans, goals, and schedules are consistent with authorities, responsibilities and requirements of DEQ programs.

  • Oversee and coordinate enforcement activities. Use the UST/LUST Database to track enforcement and corrective action activities.

  • Interpret rules and regulations, as appropriate.

  • Enforce the Rules for Petroleum Release Corrective Action and adhere to the Risk Evaluation Manual.

  • Provide technical assistance to owners, operators, consultants, the public, and DEQ regional offices regarding the LUST Program.

  • Respond to LUST public record requests and complaints.

  • Other Duties as Assigned

  • Support regional office manager in tasks assigned that support program priorities, organizational objectives and changing operational needs.

Minimum Qualifications:

Possession of a bachelor's degree in the physical or biological sciences, political science, business or public administration, engineering, or related natural resources management field OR any combination of education and/or experience equivalent to a typical four (4) year bachelor's degree. For example: Successful completion of sixty (60) semester hours of study, including twenty four (24) semester hours in a subject required for the specific discipline, is equivalent to two (2) years of undergraduate education; and/or experience performing routine duties in completing multiple tasks such as policy research, data collection, interpretation, analysis and preparation of reports and written documents for at least two (2) years can substitute for one (1) year of college. AND At least four (4) years' experience managing and implementing, projects or component(s) of programs that are environmental, regulatory, or administrative in nature, where you were required to routinely perform program or project planning; provide technical assistance to staff, special interest groups and the public; and provide policy and/or regulatory interpretation and/or development. OR Possession of a master's degree in any of the above fields AND   at least two (2) years' professional experience managing and implementing, or overseeing projects or component(s) of programs that are environmental in nature, where you were required to routinely perform program or project planning; provide technical assistance to staff, special interest groups and the public; and provide policy and/or regulatory interpretation and/or development.

Physical Requirements (with or without reasonable accommodation)

  • Ability to sit and work on a computer for 2-4 hours at a time.

  • Ability to bend and reach for filing purposes.

  • Some periods of heavy reading and typing are required.

  • Ability to lift 30 pounds when working with file boxes.

  • Some travel may be required.

  • Must have a valid driver’s license.

  • Ability to climb ladders, staircases, work on uneven terrain.

  • Ability to lift and carry up to 30 pounds over rough terrain.

  • Ability to work in adverse or inclement weather.

  • Ability to work in extreme hot or cold temperatures both outside and inside.

  • Field sites may involve working near and with drilling rigs, backhoes, trucks and other large equipment in rough terrain.

  • Occasional travel required.

  • May work in the vicinity of loud noise.

  • May be required to travel and stay overnight in remove areas.

  • May come into contact with hazardous waste/materials.

  • The ability to lift and remove access lids to inspect UST equipment. Travel up to 4 hours one-way and consecutive overnight stays are required.
