Full job description

This Technical Specialist 2-CHYM position supports the Nashville Department of Transportation and Multimodal Infrastructure (NDOT), with a primary focus on the Choose How You Move (CHYM) Program traffic signal improvement projects. The position performs technical field inspections, construction coordination, documentation, and other specialized activities associated with the installation, modification, and modernization of traffic signal infrastructure. The majority of this position's responsibilities will involve supporting the construction and implementation of CHYM traffic signal projects, including field inspection of contractor work, review of installation activities for consistency with plans and specifications, documentation of construction progress, identification of field conflicts, and coordination with NDOT staff, consultants, contractors, utilities, and other agencies. The position will also support NDOT Traffic Engineering activities by responding to service requests and Hub Requests. This work may include conducting field observations, documenting existing roadway and traffic-control conditions, identifying potential signing and pavement-marking improvements, collecting basic field measurements and information, assisting in the development of work orders, and providing field information needed to respond to traffic engineering requests. CHYM, approved by 66% of voters in 2024, is Mayor O’Connell’s transportation improvement program and the largest capital program in geographic scope and scale to be undertaken in Nashville’s history. Implementation of the $3.1 billion in CHYM capital projects requires extensive collaboration among multiple Metro departments, project managers, and vendors; coordination of $111 million worth of annual operating expenditures; and robust engagement with neighbors. CHYM will transform how people move around the city for decades to follow. CHYM includes installation of smart signals at nearly 600 intersections. It adds 24/7/365 transit service and builds 54 miles of high-capacity transit with more frequent, reliable, and accessible service. It builds 86 miles of sidewalks to ensure Nashville completes the WalkNBike Nashville priority sidewalk network and connects our busiest neighborhoods to major transit routes. The program makes safety improvements on 78 miles of the Vision Zero High-Injury Network, creating safer streets for pedestrians, bicyclists, drivers, and transit users alike.

  • Performs field inspections of CHYM traffic signal construction and modernization projects, including traffic signal equipment, cabinets, poles, foundations, conduit, pull boxes, wiring, detection systems, communications infrastructure, pedestrian equipment, signing, pavement markings, and related improvements.
  • Reviews construction activities for general conformance with approved plans, specifications, standards, permits, and established NDOT requirements.
  • Documents construction progress through field notes, photographs, inspection reports, quantities, deficiency lists, and other project records.
  • Identifies field conditions, construction conflicts, deficiencies, or deviations from approved plans and coordinates with appropriate NDOT staff, project managers, consultants, contractors, and inspectors to facilitate resolution.
  • Supports coordination of construction activities with traffic signal operations, utilities, roadway projects, adjacent developments, and other infrastructure work.
  • Assists with pre-construction field reviews, construction meetings, project walkthroughs, punch-list inspections, and project closeout activities.
  • Verifies field conditions and assists in confirming locations and installation requirements for traffic signal equipment and associated infrastructure.
  • Monitors project progress and communicates construction status, field issues, scheduling concerns, and other relevant information to project management staff.
  • Reviews plans, specifications, engineering drawings, maps, work orders, and other technical documents associated with traffic signal and traffic engineering projects.
  • Coordinates with other Metro departments, contractors, consultants, utilities, and State agencies on matters related to transportation construction and traffic engineering activities.
  • Supports administration and monitoring of consultant and construction contracts associated with traffic signal and transportation infrastructure projects.
  • Responds to assigned Hub Nashville service/work requests, and traffic engineering inquiries by conducting field investigations and documenting existing conditions.
  • Performs field observations and collects measurements or other information needed to evaluate traffic-control conditions and potential improvements.
  • Identifies signing, pavement-marking, and other traffic-control needs and assists Traffic Engineering staff in developing appropriate work orders.
  • Assists with preparation of field sketches, photographs, maps, measurements, and supporting documentation for signing, pavement-marking, and traffic-control improvements.
  • Provides field information and documentation to assist Traffic Engineering staff in developing responses to Hub Requests and other public or internal inquiries.
  • Communicates professionally with residents, contractors, consultants, agency representatives, and other stakeholders regarding assigned projects and service requests.
  • Maintains knowledge of current traffic signal equipment, construction practices, traffic-control devices, inspection procedures, and transportation infrastructure standards.
  • Applies applicable NDOT standards and policies and may require working knowledge of the Manual on Uniform Traffic Control Devices (MUTCD), OSHA requirements, traffic-control standards, and other applicable federal, state, and local requirements.
