Summary About the Position: Pine Bluff Arsenal (PBA) stands as a crucial component of America's defense infrastructure, embodying the precision, reliability, and ingenuity that our joint warfighters depend on. Pine Bluff Arsenal (PBA) is a subordinate Command under Army Sustainment Command. Responsibilities Provides technical oversight to a multidisciplinary staff ensuring project priorities and objectives are met. Develops performance plans and conducts formal evaluations for assigned employees. Writes Performance Work Statements, Scopes of Work, and technical specifications for service and capital equipment contracts. Participates in acquisition planning to provide authoritative input on procurement strategies and contract evaluation approaches. Analyzes mission oriented programs and evaluates their effectiveness, efficiency, and productivity. Uses quantitative analytical methods to support program assessments and decision making. Conducts studies where conflicting goals and diverse customer requirements must be balanced. Manages program data to ensure accuracy and completeness. Advises leadership on project feasibility and resolves operational issues affecting program execution. To qualify based on your work experience, your resume must describe at least one year of experience which prepared you to do the work in this job. Specialized Experience: One year of specialized experience which includes: 1) Analyzing program trends to make recommendations on process improvement techniques; 2) Leading personnel to foster best organizational practices force structure management; 3) Developing policies to implement with management and personnel throughout the organization; AND 4) Negotiating solutions with customers to resolve any competing demands. This definition of specialized experience is typical of work performed at the next lower grade/level position in the federal service (GS-12). Education can NOT be substituted for experience. Some federal jobs allow you to substitute your education for the required experience in order to qualify. For this job, you must meet the qualification requirement using experience alone--no substitution of education for experience is permitted for the GS-13 grade level. Time in Grade Requirement: Applicants who have held a General Schedule (GS) position within the last 52 weeks must have 52 weeks of Federal service at the next lower grade or equivalent (GS-12). Applicants must confirm eligibility and minimum qualification requirements within 30 calendar days of the closing date of the announcement. Education Additional Information Male applicants born after December 31, 1959, must complete a Pre-Employment Certification Statement for Selective Service Registration. You will be required to provide proof of U.S. Citizenship. This position requires a 1 year probationary period during which the agency evaluates your fitness and whether your continued employment advances the public interest.
