Program Analyst

Summary

This is a Direct Hire Authority (DHA) solicitation utilizing the DHA for Domestic Defense Industrial Base (DIB) & Major Range and Test Facilities Base (MRTFB) to recruit and appoint qualified candidates to positions in the competitive service. About the Position: This position serves as Program Analyst for Pine Bluff Arsenal in Pine Bluff Arkansas and is the technical authority for project and business development planning.

Duties

• Lead development of business opportunities and partnership agreements; identify opportunities and resolve issues impacting collaboration.
• Coordinate cross functional teams to develop and refine project proposals; ensure alignment with cost, schedule, and quality goals.
• Support operational planning and reporting by coordinating activities, identifying issues, and ensuring completion of assigned program tasks.
• Communicate with stakeholders, monitor project performance, forecast issues, and recommend corrective actions to maintain program objectives.

Specialized Experience: One year of specialized experience which includes managing projects and programs; developing public-private partnerships or formal agreements; executing and analyzing budgets; preparing operational reports; and communicating effectively with stakeholders in support of staff officer responsibilities. This definition of specialized experience is typical of work performed at the next lower grade/level position in the federal service (GS-11).
