Full job description

Join us in shaping Seattle’s streets! At the Seattle Department of Transportation (SDOT), we don’t just move people—we connect communities, build safer streets, and create a more sustainable city. With a bold vision for the future, we’re tackling big challenges: making travel safer, cutting carbon emissions, and ensuring reliable, affordable transportation for everyone—no matter who they are or where they live. Seattle is growing fast, and we’re growing with it. Thanks to a historic voter-approved $1.55 billion investment in transportation in 2024, we’re building sidewalks, fixing bridges, and improving transit connections to keep our city moving. We’re a team of problem solvers, planners, engineers, communicators, and field crews—bringing purpose-driven work to life. Now, we need passionate, innovative talent like you. Let’s build a Seattle that works for everyone—together! In November of 2016, central Puget Sound region voters approved Sound Transit's ST3 program-currently one of the largest transit expansion programs in the United States. Within Seattle, ST3 includes the West Seattle Link Extension (WSLE) and Ballard Link Extension (BLE) projects that will design and construct 12 new or expanded stations and nearly 12 miles of light rail connecting neighborhoods of West Seattle, South Lake Union, and Ballard to downtown Seattle and the regional transit system, as well as key infill stations along existing light rail lines such as the South Graham Street infill station. While Sound Transit is the regional agency responsible for funding, design, and delivering these capital investments, SDOT carries out essential City functions to plan and permit ST3 projects built within the city, particularly within City owned right-of-way and properties.

SDOT’s Street Use Division’s ST3 team is looking to hire a Street Improvement Permit Project Manager (SIP PM) (Civil Engineer, Senior) to manage multiple (30+) large scale street improvement permits for the West Seattle and Ballard Link light rail Extension (WSLE) project. The ST3 SIP PM will be responsible for managing and permitting large-scale street improvements for the proposed light rail extension guiderail, tunnels, new stations and other complex street improvements that are associated with the project. They will also be responsible for leading Interdepartmental Team (IDT) meetings with various internal and external stakeholders of up to 30 to 40 staff (Seattle Public Utilities, Seattle City Light, Traffic, Metro, 3rd Party Utilities, Urban Forestry, etc.,); provide guidance on city standards and requirements (including Seattle Municipal Code, Streets Illustrated, Right of Way Opening and Restoration Rules, American Disability Accommodations requirements and various Directors Rules, and policies) and make sure permit plans meet city requirements.

  • Collaborate with SDOT ST3 program and across many city working groups on the WSBLE project for successful delivery of the ST3 permits on time and budget.
  • Contribute to permitting processes deliverables and design decision/resolution documentation.
  • Obtain awareness of the overall ST3 project progress and issues, and assist as needed with overall project management, permitting plan deliverables, etc.
  • Facilitate resolution of design issues and resolve conflicts across disciplines.
  • Analyze conflicting policy issues and identifies recommendations to balance City interests.
  • Work with SDOT staff on developing and revising both technical and business-related policies or processes for streamlining permits.
  • Conduct interdepartmental meetings with several internal and external stakeholders to advance the design and permitting of the project at various levels (30%, 60%, 90% and 100%).
  • Track meeting minutes, various decisions, action items, and issues and works with the applicant and the management to resolve issues.
  • Manage and maintain permits through the city Permitting Software system.
  • Work in a multicultural workplace and with diverse customers, emphasizing communication for cooperation, collaboration, and inclusiveness in support of department goals to promote diversity and social justice.
