What You Will Do
-
Assist Government Program Element Monitor (PEM).
-
Provide various Budget Analyst Functions to support funding execution and tracking.
-
Provide analysis, recommendations, and tracking of program funding.
-
Obtain a quick understanding of the unique program business processes and establish relationships with stakeholders.
-
Understand and communicate DAF/DoD PPBE processes and financial management regulations.
-
Administer requests for distribution of funds to field organizations.
-
Support budget formulation activity, including analysis and estimates of annual funding needs.
-
Provide PPBE process staff support, meeting support and conferences, POM, PBR, and PB support.
-
Support Congressional reporting and prepare annual report to Congress.
-
Draft, track, and analyze both specialty and monthly reports.
-
Track and report open commitments, obligations, expenditures, program budgets, and contract reconciliation for all assigned programs; make recommendations to government PEM.

Perform extensive analysis and research on business process errors/failures and resolve them.
-
Document procedures identified and train others on steps in resolving complex matters.

Review policy and recommend changes/improvements to business processes.
-
Understand and communicate DoD budgeting and financial regulations.
-
Perform budget execution involving annual and multi-year direct and reimbursable AF and DoD appropriations.
-
Oversee, update, track, and reconcile financial and budget execution information.
-
Obtain, compile, and summarize information for use by others.
-
Make daily decisions concerning tracking of financial transactions and recommend solutions to complex budget problems.

Use automated budgetary systems and computer-generated products in accomplishing budgeting assignments.
What You Will Need
-
Top Secret/SCI with SAP eligibility security clearance.
-
10 years performing analyses in various finance and accounting functions such as Budget Formulation, Budget Justification, Budget Execution, and Tracking/Reviewing.
-
10 years using federal financial/accounting systems, preference with updating accounts, records, reports, and controls.
-
2 years working in SAP environment.
-
4-year Degree or equivalent in Accounting, Finance, or Business Administration or 7 years of relevant experience.
What Would Be Nice To Have
-
Possess a high degree of initiative requiring minimal supervision.
-
Experience producing professional and accurate reports and documents.
-
Exhibit knowledge and skill in budget-related laws, regulations, methods, etc. to work in a dynamic environment and effectively interact with numerous DoD, military/civilian personnel and industry partners.

Experience performing extensive analysis and research on business process errors/failures, including integrated business/process resolutions.
-
Develop solutions for process breakdowns and present the findings to the government PEM.
-
Demonstrate strong utilization of Microsoft Office (Word, PowerPoint, Project, and Excel).
The annual salary range for this position is $98,000.00-$163,000.00. Compensation decisions depend on a wide range of factors, including but not limited to skill sets, experience and training, security clearances, licensure and certifications, and other business and organizational needs.
