Summary
GPO employees possess a diverse array of talent in many administrative fields and trades. This position is part of the Government Integrated Print Services, Government Publishing Office in Washington, District of Columbia.
Duties
- Directs, integrates, and evaluates production planning, scheduling, estimating, production systems, workflow management, production execution, quality assurance, and operational support functions to ensure accomplishment of strategic objectives.
- Ensures production requirements are effectively planned, scheduled, prioritized, executed, and completed in accordance with agency mission requirements, customer commitments, security requirements, quality standards, and statutory deadlines.
- Directs enterprise operational analyses involving production costs, labor utilization, equipment capacity, workload forecasting, production throughput, and organization performance.
- Performs the full range of management and supervisory work. Manages through subordinate supervisors to accomplish administrative and technical supervision of the work.
Qualifications
To qualify for the Production Systems and Planning Manager, PG-1654-15, you must meet the following requirements: Individual Occupational Requirement (IOR): Education: Undergraduate and graduate education with a major study in journalism, business administration, English composition, commerce, accounting, printing or printing engineering, graphic or commercial art, industrial engineering, or economics. -OR- Specialized Experience: Examples of qualifying specialized experience include: Determining specifications for the printing of manuscript, i.e., selection of typography, layout, composition, format, paper stock, and other printer's instructions. Negotiating or administering contracts for procurement of manuscript and illustrations, printing, binding and allied services, or printing stocks (paper, inks, etc.). Managing a printing plant that produces printing either for the government or private industry customers. Performing production control work in a large printing plant. Serving as a sales representative for a wide variety of printing equipment. Analyzing the price and cost of preparation and production of printing. Planning, estimating, and scheduling printing on a full-time basis for a variety of publications. Performing substantive administrative support or policy functions directly related to publishing and printing program management or operations. In addition to the above IOR, to qualify for Production Systems and Planning Manager at the PG-15 grade level, applicants must possess one year of specialized experience that is equivalent to the PG-14 grade level in the Federal Service. Specialized experience includes: 1) Develop and apply operational strategies, integrates new Management Information System / Customer Relationship Management technologies and automations, and ensures secure, timely, high-quality publishing and distribution services. 2) Oversee the production process including planning, scheduling, estimating, workflow, production systems, daily operations, staffing, and overall performance to ensure smooth and efficient organizational output; and 3) Manage or supervise a workforce, including overseeing workload volume and evaluating employee performance. Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community, student, social). Volunteer work helps build critical competencies, knowledge, and skills and can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience. All qualification requirements must be met by the closing date of this announcement (10/08/2026) to be considered.
Education
Substitution of education may be used to meet Individual Occupational Requirement (IOR) for this grade level, but it cannot be substituted for specialized experience. Such study may have been performed on a full-time or part-time basis. If you cannot obtain your graduate school's definition of one year of graduate study, 18 semester hours (or 27 quarter hours) should be considered as satisfying the requirement for one year of full-time graduate study. FOREIGN EDUCATION: If you are using education completed in foreign colleges or universities to meet the qualification requirements, you must show the education credentials have been evaluated by a private organization that specializes in interpretation of foreign education programs and such education has been deemed equivalent to that gained in an accredited U.S. education program; or full credit has been given for the courses at a U.S. accredited college or university. Background Investigation To ensure the accomplishment of its mission, the GPO requires every employee to be reliable and trustworthy; this position requires a Top-Secret. To meet those standards, all selected applicants must undergo and successfully completed a background investigation for a Top-Secret clearance. This review could include financial issues such as delinquency in the payment of debts, child support and/or tax obligations, as well as certain criminal offenses and illegal use or possession of drugs; this security process may take between 6 weeks to 12 months. GPO will conduct an interim security clearance, pending the completion of the full investigative requirements for the final Top-Secret clearance. The interim security clearance will be granted based on the favorable completion of preliminary checks that are accomplished as part of the security clearance process. The Agency may rescind the tentative offer if the candidate is unable to obtain an interim clearance. The selectee will work shift 1. Additional vacancies may be filled by this announcement.
