This position directs and coordinates the development of plans, specifications, estimates, and related contract documents to ensure projects are delivered in accordance with established scope, budget, schedule, and quality expectations. This position also provides authoritative district-level technical leadership and expert technical guidance to other engineers in regard to geometrics, surveying, traffic operational requirements, drainage, hydraulics, stormwater management, and flood control design elements. This position is in District OS/Unit 170, Ouachita Parish of the Department of Transportation and Development and reports directly to the Engineer 8 (ADA of Engineering. While in an official capacity, DOTO employees must comply with applicable Louisiana and Civil Service laws, rules, and regulations, as well as DOTO policies, procedures, manuals, and directives.
Possession of a current Louisiana license to practice professional engineering plus one of the following:
Three years of licensed engineering experience; or
Seven years of professional engineering experience.
EXPERIENCE SUBSTITUTIONS: A master's degree in engineering will substitute for one year of professional engineering experience.
A doctorate degree in engineering will substitute for two years of professional engineering experience.
Advanced degrees will substitute for a maximum of two years of professional engineering experience.
There is no substitution for licensed engineering experience.
NOTES: Engineering experience gained while licensed as a professional engineer will be accepted as licensed engineering experience. Engineering experience gained after earning an ABET-accredited degree and prior to earning a professional engineer's license (e.g., as an engineer intern applicant, engineer intern, or equivalent) will be accepted as professional level engineering experience.
Applications will be accepted from persons licensed to practice professional engineering in states other than Louisiana. If one of those applicants is selected for the position, he/she will be required to obtain a Louisiana license prior to appointment. The hiring agency will verify that all licensing requirements are met.

Supervises Engineers and Engineer Technicians who perform traffic engineering studies and write traffic engineering reports in response to requests from the general public, public officials, and internally within the department. Reviews the District's traffic engineering studies and reports.

Provides guidance for subordinates in their reviews of consultants, city/parish engineers, and district and headquarter engineer's submittals and reviews subordinate's comments prior to official district response.

Design/Plan and Specification Development: Oversees the preparation of construction plans for pavement preservation, contract maintenance, safety and other related projects at the District level. Provides technical direction and oversight to ensure roadway geometrics, drainage, traffic control, pavement markings, typical sections, cost estimates, and other design elements are developed in accordance with State and Federal design standards, guidelines, and policies.

Directs and approves the development of contract proposals and specifications, including special provisions, to address project-specific and non-standard conditions.

Water Resources: Provides oversight and coordination for dam safety inspections, hydraulic studies, drainage, flood control, surveying, and storm water co-permittee activities in coordination with Ouachita Parish and the statewide Environmental Section. Participates in Public Works project review and oversight.

Consultant Contract Administration: Administers consultant contracts for design of District Preservation projects by developing project scopes, negotiating contract fees, monitoring consultant progress, administering contract provisions, approving invoices and reviewing the acceptability of final plans.

Districtwide Survey Program Administration: Oversees the districtwide surveying program by managing all survey activities performed by in house staff and contracted survey firms. Directs program planning, establishes priorities, and ensures survey work meets required accuracy, regulatory standards, and project needs

Miscellaneous:
Performs additional duties in support of District and Department objectives, including: Providing technical expertise and assistance to the District Permit Specialists and the US Army Corps of Engineers. Preparing proposals for Major Repair and Reimbursable Projects. Serves on various District and Statewide committees, task forces and/or teams as requested.
- Will be required to perform other duties as necessary including, but not limited to, emergency/disaster support activities.
