Summary This is a Direct Hire Authority (DHA) solicitation utilizing the DHA for Certain Personnel of the DoD Workforce to recruit and appoint qualified candidates to positions in the competitive service. About the Position: Positions will be located at Rosslyn, VA or Falls Church, VA. Responsibilities Serves as Contract Specialist responsible for a variety of duties associated with the acquisition of highly complex DHA IT and Healthcare IT requirements and administration of contracts through close out. Collaborate with customers, acquisition team members, legal counsel, and other contracting stakeholders to develop acquisition strategies, communicate procurement requirements, and provide contracting guidance throughout the acquisition lifecycle. Ensure that contracting documents and other actions necessary for successful negotiation and award are completed. Reviews technical specifications or work statements for restrictiveness, conflict with contract provisions and clauses, or other problems. Ensure that documents and other actions necessary for successful negotiation and Prototype Other Transaction Authority (OTA) award under 10 U.S.C. § 4022 are completed. Basic Requirement for Contract Specialist: Degree: Bachelor's degree (or higher degree) from an accredited educational institution authorized to grant baccalaureate degrees. OR Exemption: You are exempt from the education requirements above if (A) you are a current civilian employee in DoD who occupied GS-1102 positions or contracting positions with authority to award or administer contracts above the simplified acquisition threshold in an Executive Department on or before September 30, 2000; OR (B) you are a current military member who occupied a similar occupational specialty to the GS (or equivalent)-1102 on or before September 30, 2000. In addition to meeting the basic requirement above, to qualify for this position you must also meet the qualification requirements listed below: Specialized Experience: One year of specialized experience which includes: (1) Execute pre-award contracting functions for a variety of acquisitions supporting supporting complex procurements, such as market research, solicitation development, proposal evaluation, negotiations, and/or contract award; (2) Execute post-award contract management functions, such as modifications, closeouts, or resolution of contractual issues to ensure mission success; and (3) Analyze and recommend changes to current acquisition policies. This definition of specialized experience is typical of work performed at the next lower grade/level position in the federal service (NH-02).
