About Harris County and Universal Services: Harris County Universal Services is transforming the way the County does business and seeking a Director, Integrated Justice to join our team.

Universal Services is the enterprise IT solutions center for the departments and offices of Harris County, providing Information Technology, Public Safety and Justice Technologies, 311 Constituent Engagement Services, Fleet Services, and Records and Information Governance Services.

Harris County is the third largest and most diverse county in the nation, with a population of more than 4.7 million. Harris County Commissioners Court, the County’s governing body, directs a budget of more than $4 billion providing essential services including flood control, infrastructure, healthcare, housing, and justice administration.

The Director will be responsible for managing the day-to-day operations of the Integrated Justice (JWEB) application and for hiring and supervising the dedicated staff of the Integrated Justice Technology Division (IJTD) within the Universal Services Department (US). The IJTD Director will provide transparency into operations and project delivery of IJIS through regular reporting to the Integrated Justice Technology Committee Board of Directors. The position will be managed by IJTC Board and overseen administratively by the Chief Information Officer.

The IJTD Director brings a current knowledge and future vision of leveraging information and technology within a multifaceted program of information technology services for Harris County's justice, public safety, and court systems.

Duties and Responsibilities:

  • Leads the full systems life cycle and is responsible for the project management, development, testing, and maintenance of IJIS.

  • Collaborates with Universal Services - Information Technology teams and justice stakeholders - to identify system requirements and priorities to ensure the timely delivery of solutions and that applications meet business needs.

  • Works to develop a strategy for modernizing IJIS by consulting functional leaders across the US organization and IJTC Board to identify business and technology needs and optimize the use of information technology.

  • Ensures data integrity and system availability through proper approvals, maintenance, planning, and support.

  • Identifies system risks and issues by performing root cause analysis and develops post-analysis recommendations for Harris County Commissioner's Court and IJTC Board.

  • Develops, manages, and tracks the IJIS annual budget.

  • Serves as the primary point of contact to the IJTC Board and key stakeholders while adhering to the existing US processes and standards for implementing and supporting applications.

  • Manages a team of IT professionals, including recruitment, training, and performance evaluation.

  • Maintains the highest ethical standards by consistently demonstrating honesty, integrity, respect, and confidentiality, while also adhering to Harris County and departmental policies and procedures.

Education and Experience:

  • Bachelor's Degree from an accredited college or university.

  • At least five (5) years of management experience in Justice, Court, or Public Safety systems.

Knowledge, Skills, and Abilities:

  • Must possess excellent interpersonal and written/oral communication skills.

  • Ability to work with multiple independent departments to negotiate and prioritize work.

  • Excellent understanding of application development, computer systems, security, network and systems administration, databases, and data storage systems.

  • Knowledge of strategic analysis and planning.

  • Ability to organize work processes and select work methods and procedures for maximum efficiency.

  • Strong knowledge of project management principles.

  • Foundational Information Technology experience across infrastructure and application development.

  • Operational knowledge regarding Information Technology organizational responsibilities.

  • Must exhibit integrity and ethical behavior in all interactions and have the ability to follow County policies and procedures.

This applies to any position with network access to Criminal Justice Information Services (CJIS) or access to an area where CJIS is received, maintained or stored either manually or electronically (i.e. custodian, maintenance).

Automatic Disqualification:

  • Convictions, probation, or deferred adjudication for any Felony, and any Class A Misdemeanor
  • Convictions, probation, or deferred adjudication for a Class B Misdemeanor, if within the previous 10 years
  • Open arrest for any criminal offense (Felony or Misdemeanor)
  • Family Violence conviction

  • Bachelor's degree in Information Technology, Public Administration, or Business Administration degree preferred; Master's degree in Information Technology, Public Administration, or Business preferred.

Certification:

  • IT Infrastructure Library (ITIL) Certification (Foundation 4 Level) or similar certification preferred.

  • Project Management Professional (PMP) Certification or similar certification preferred.

Experience:

  • At least ten (10) years of experience working in enterprise system management is desired.

Position Type and Typical Hours of Work:

  • Regular Full-time I Onsite

  • Monday - Friday I 8:00 A.M. to 5:00 P.M.

  • It is important to note that the JWEB application and justice community operates 24 hours/7 days a week, so this role must be available 24 hours a day as necessary and may be required to work more than forty hours during the workweek or on weekends when special projects or deadlines must be met or when an emergency occurs.

Work Environment and Physical Demands:

  • This is a sedentary role, which would require the ability to lift up to 10 pounds.

  • This job operates in a professional office environment.

  • This role routinely involves standard office equipment such as computers, phones, photocopiers, filing cabinets, etc.
