Summary
This position is designated as SES, Career-Reserved. USDA structures its SES positions into position levels. This is a position level I with a salary range of $192,332-$204,121 per year. Exceptions to the salary cap may be considered in certain circumstances. SES employees are also eligible to receive bonuses and performance-based awards. Duties
- Formulating and evaluating policies and programs relating to food and agricultural research, education and extension as well as operational activities, including budget, policy, personnel and civil rights.
- Provides oversight to foster strategic alignment of National Institute of Food and Agriculture's program institutes, international programs, planning and accountability functions, and operational/administrative systems.
- May act for the Director during absences, including approval of policy documents, funding actions, official correspondence, and authorization of official travel, in consultation with REE leadership.
- Leads the integration of science programs and administrative operations to implement and advance National Institute of Food and Agriculture’s tripartite mission across three major program areas: Research, Extension and Education.

There is NO requirement to prepare a narrative statement specifically addressing the Executive Core Qualifications (ECQs) or the Technical Qualifications (TQs). EXECUTIVE CORE QUALIFICATIONS (ECQs): The ECQs were designed to assess executive experience and potential, not technical expertise. They measure whether an individual has the broad executive skills needed to succeed in a variety of SES positions. All applicants must address the ECQs. Your resume must address each ECQ and should describe your experiences and accomplishments/results. Your resume should be clear, concise, and emphasize your level of responsibilities, scope and complexity of programs managed, program accomplishments, policy initiatives undertaken and the results of your actions. NOTE: Current career SES members, former career SES members with reinstatement eligibility, and SES Candidate Development Program graduates who have been certified by OPM do NOT need to address the ECQs. 1. Commitment to the Rule of Law and the Principles of the American Founding: This core qualification involves the demonstrated knowledge of the American system of government, commitment to uphold the Constitution and the rule of law, and commitment to serve the American people. Driving Efficiency: This core qualification involves the demonstrated ability to strategically and sufficiently manage resources, budget effectively, cut wasteful spending, and pursue efficiency through process and technological upgrades. Merit and Competence: This core qualification involves the demonstrated knowledge, ability and technical competence to effectively and reliably produce work that is of exceptional quality. Leading People: This core qualification involves the demonstrated ability to lead and inspire a group toward meeting the organization's vision, mission, and goals, and to drive a high-performance, high-accountability culture. This includes, when necessary, the ability to lead people through change and to hold individuals accountable. (Competencies: Accountability, Developing Others, Executive Judgement) 5. Achieving Results: This core qualification involves the demonstrated ability to achieve both individual and organizational results, and to align results to stated goals from superiors. TECHNICAL QUALIFICATION (TQ): In addition to the ECQs, applicants must clearly demonstrate in their resume that they meet the following technical qualification(s). Demonstrated executive-level experience providing strategic leadership and direction for complex agricultural research, education, and extension programs, including developing and implementing policies, administering Federal assistance and grant programs, aligning program and operational activities with legislative and organizational priorities.
How You Will Be Evaluated
You will be evaluated on the quality and extent of your total accomplishments, experience, and education (if applicable). Your application will be rated and ranked by a review board using only the information submitted within the application package. Applicants who do not demonstrate in their resume sufficient possession of the ECQs & TQs will be determined to be ineligible for further consideration. Unless you have already been certified by a Qualifications Review Board (QRB) in the past, you must be certified by a QRB after selection and before appointment can occur. Once the application process is complete, a review of your resume and supporting documentation will be conducted. If you meet minimum qualifications, your Application Package will be further reviewed to determine if you possess the Executive Core Qualifications (ECQ) and Technical Qualifications (TQ) listed above. ECQs and TQs must be thoroughly addressed within your two (2) page resume. Separate narratives will not be accepted or reviewed. Highly Qualified applicants may undergo one or more interviews and may be referred to the selecting official for further consideration. Upon selection, if not already a member of the SES serving under a career appointment, the individual selected must have his/her executive qualifications certified by the U.S. Office of Personnel Management's SES Qualifications Review Board (QRB) before appointment to this position. The selected individual's application will be forwarded to the OPM for review and certification by the QRB, unless the selectee provides evidence of their noncompetitive status (i.e., a current SES, OPM QRB certified SESCDP graduate, or SES reinstatement eligible). Consideration for competitive selection for this position is open to all persons within the area of consideration who meet the basic qualifications.
