Summary
About the Position: Serves as a Design Manager / Engineering Technical Lead (ETL) in Engineering Branch. Responsible for effectively managing various aspects of planning, design, and construction for assigned Programs in the Engineering, Construction, and Planning division of Wilmington, NC, USACE.
Duties
- Responsible for the management, control, coordination, and execution for designated projects within assigned programs.
- Lead and direct teams of engineers and architects in the development of projects assigned to the district.
- Establish and manage schedules and milestones, budgets, assumptions and risks, contingencies, and performance measurement criteria.
- Create, manage, coordinate, review, and provide engineering and technical advice relative to quality, design cost, and design schedule aspects in the production of all design, construction, and operations and maintenance products.
- Collaborate with Project Manager (PM), Project Delivery Team (PDT), and Stakeholders to clearly define project scope, criteria, and schedule.
- Act as liaison with Planning, Program and Project Management Division on program planning and program execution and serve as the primary design lead during construction
- Represent the team in dealings with the supervisor to obtain necessary resources and to secure decisions on major work problems.
- Identify and solve unique or obscure problems and the skill sufficient to extend Iand modify existing techniques and develop new approaches for use by other engineering specialists in solving a variety of engineering problems.
- Address and resolve issues of scope, technical content, and functional requirements for complex and diverse applications.
- Respond directly to technical and programmatic inquiries from Corps of Engineers Districts and other Agencies/Organizations.

Engineering Series Educational requirements: Engineering Series 0801, 0810, 0830, 0850 OPM requirments Architect Series Educational Requirements: Architect series 0808 OPM Educational requirements You will be evaluated on the basis of your level of competency in the following areas: Administration and Management Leadership Oral Communication Planning and Evaluating Technical Credibility You must also meet the specialized experience as described below for the grade level you are applying to. Specialized experience: GS-12: I have one year of specialized experience equivalent to at least the GS-11 grade level in the Federal service which includes: 1) assisting in the coordination and management of planning, design, construction, or operations and maintenance (O&M) projects; 2) helping to monitor and track project budgets, schedules, and milestones; participating in cross-functional teams to support the integration of technical requirements (such as engineering, real estate, and environmental); and 3) communicating with internal and external stakeholders to gather requirements, provide status updates, and support project execution under the guidance of senior personnel. This definition of specialized experience is typical of work performed at the next lower grade/level position in the federal service (GS-11) . GS-13: I have one year of specialized experience equivalent to at least the GS-12 grade level in the Federal service which includes: 1) applying skills in contract administration and use of negotiation strategies/ techniques; 2) ability to prepare contract Pre/Post award documentation and negotiate with contractors for the fair and reasonable time and price; 3) ability to negotiate contracts for professional services including projects for navigation, flood control, hurricane flood protection, beach nourishment, vertical construction design, and horizontal construction design; 4) professional knowledge of and skill in applying engineering concepts, principles, and practices applicable to the full range of planning, design, and construction of military and civil works projects; and 5) ability to use Cost Engineering to coordinate, integrate, and review cost estimates for construction of military and civil work projects. Time in Grade Requirement: Applicants who have held a General Schedule (GS) position within the last 52 weeks must have 52 weeks of Federal service at the next lower grade or equivalent (GS-11 or GS-12).
