Summary
About the Position: This position is a DOD Cyber Excepted Service (CES) personnel system position in the Excepted Service under 10 USC 1599f. Employees occupying CES positions are in the Excepted Service and must adhere to U.S. Code, Title 10, as well as Department of Defense Instruction 1400.25. This position is located at Columbia Annex, Maryland.
Duties
- Collaborates with CNMF Headquarters (HQ) and Joint Task Force stakeholders to investigate, discuss, and define training requirements and pathways necessary to prepare cyberspace forces to perform Joint Mission Essential Tasks (JMETs).
- Contributes technical expertise and operational insights to advise on the development of CNMF JMETs, conditions, and standards.
- Leads systemic assessments of operational gaps to identify potential training solutions, evaluates training performance during collective exercises, classroom instruction, and live cyberspace operations.
- Analyzes force readiness reporting data to document Joint Task Force and CNMF HQ readiness trends, building detailed assessments and executive presentations to justify specific training interventions and solutions to leadership
- Collaborates closely with CNMF Issue Coordinators (ICs), technical SMEs, and functional leads to ensure that persistent, documented operational issues and systemic readiness deficiencies are directly resolved through targeted training interventions.
- Coordinates with HQ USCYBERCOM J7 and Joint Staff panels to align training solution updates with broader joint cyber training standards, sharing best practices and promoting the continuous improvement of the CNMF as a learning organization.

To qualify based on your experience, your resume must describe one year specialized experience that demonstrates the possession of knowledge, skills, abilities, and competencies necessary for immediate success in the position. Such experience is typically in or directly related to the work of the position to be filled. Specialized experience would be demonstrated by: 1. Developing training requirements to prepare cyberspace personnel for mission tasks; 2. Analyzing after actions reviews, mission reports, or other assessment reports from information repositories to determine necessary changes, observations or root causes; AND 3. Facilitating training to match training solutions with joint standards.
Education

If you are a current federal career/career-conditional employee, you will be placed on an excepted appointment. This position is in the Professional category at the Full Performance level within the CES Occupational Structure Male applicants born after December 31, 1959, must complete a Pre-Employment Certification Statement for Selective Service Registration. You will be required to provide proof of U.S. Citizenship. This position may require a 3 year probationary period during which the agency evaluates your fitness and whether your continued employment advances the public interest. In making this determination, the agency may consider your performance and conduct; agency needs and interests; whether your continued employment supports organizational or Government goals; and whether it promotes the efficiency of the Federal service. Continued employment requires written certification that it advances the public interest. Direct Deposit of Pay is required. Must be able to obtain and maintain a Top Secret (SCI) security clearance. Selection is subject to restrictions resulting from Department of Defense referral system for displaced employees.
