The ideal candidate brings a strong understanding of Army Real Property operations, experience analyzing Headquarters Installation Information System (HQIIS) data, and the ability to work with relational databases and Geographic Information Systems (GIS) to identify discrepancies, evaluate data quality, and recommend practical improvements.

Key Responsibilities

-Conduct Real Property evaluations to identify data discrepancies, operational inefficiencies, and opportunities to improve business processes.

-Develop strategies for acquiring, analyzing, validating, and reconciling HQIIS data using relational databases and associated information systems.

-Analyze relationships between Real Property records and GIS datasets to identify inconsistencies involving facilities, infrastructure, asset attributes, and inventory information.

-Review object models, data models, database structures, and metadata to improve data organization, accessibility, and management.

-Support Real Property physical inventory, reconciliation, data quality, and audit preparation activities.

-Evaluate existing Real Property management workflows and develop recommendations to improve accuracy, efficiency, and consistency.

-Develop and maintain standard operating procedures (SOPs), operations manuals, process documentation, and technical reports.

-Collaborate with GIS specialists, data analysts, and technical personnel to support automated GIS–Real Property validation tools, business rules, dashboards, and analytical products.

-Analyze data from multiple Army Real Property and installation management systems to identify trends, anomalies, and opportunities for process improvement.

-Prepare clear, actionable findings and recommendations to support decision-making and installation-level Real Property management.

Requirements

Required Qualifications

-Bachelor's of Science (B.S.) degree in a relevant field.

-Professional experience conducting Real Property, facilities, infrastructure, or asset management analysis.

-Experience acquiring, analyzing, validating, or reconciling data from HQIIS and associated relational databases.

-Working knowledge of relational databases, data models, metadata, and structured data analysis.

-Understanding of DoD and Army Real Property and Installation Geospatial Information & Services (IGI&S) policies and guidance.

-Understanding of current IGI&S Quality Assurance Plans (QAPs) and the SDSFIE Army Adaptation.

-Working knowledge of Esri ArcGIS and the relationship between GIS data and Real Property records.

-Experience evaluating business processes and developing SOPs, operational procedures, or technical documentation.

-Ability to interpret complex datasets, identify discrepancies, and communicate findings and recommendations to technical and nontechnical stakeholders.

-Ability to obtain a Common Access Card (CAC) and required Government system access.

Preferred Qualifications

-Experience supporting Army installations, Directorate of Public Works (DPW), Installation Management Command (IMCOM), or Army Real Property programs.

-Familiarity with GFEBS, PRIDE, RPLANS, ASIP, ISR, or other Army installation management systems.

-Experience supporting Real Property physical inventories, reconciliation, audit preparation, or asset accountability initiatives.

-Familiarity with Real Property Unique Identifiers (RPUIDs), Real Property Information Management (RPIM) business rules, and GIS–Real Property alignment.

-Experience using SQL, Microsoft Power BI, or comparable analytical and reporting tools.

-Experience working with Army Installation Geospatial Platform (AIGP) data or GIS-based Real Property dashboards.

The successful candidate will combine Real Property subject matter expertise with strong analytical and data management skills. This individual should be comfortable working with complex Army Real Property information, identifying discrepancies between systems, evaluating operational processes, and translating findings into practical improvements. We are looking for someone who understands not only how to analyze Real Property data, but also how that data supports installation operations, asset accountability, and Army-wide reporting requirements.
