Summary

PLEASE NOTE: Based on the current hiring restrictions, selectees may be subject to additional approvals prior to an offer being extended. This position is located at Bureau of the Fiscal Service, Centralized Receivables, Billing and Debt Reporting Division. As a Management and Program Analyst, you will be responsible for planning, analyzing, evaluating, and improving the effectiveness of Governmentwide Solutions (GWS) operations and/or operating programs.

Duties

As a Management and Program Analyst, you will: Participate in the design and execution of the strategic planning process and establishing Bureau or program performance goals, identifying and documenting performance measurement criteria and indicators, and in preparing for or conducting data-driven reviews to assess progress and actively manage to desired outcomes. Prepare oral and written reports, presentations, and present to internal staff, senior management, and departmental employees. Prepare graphs, charts, and debriefing materials that present clear, concise, and effective analytical results of evaluation and studies performed. Responsible for creating appropriate and valuable performance measures and metrics that allow the business owners, Senior management, and Assistant Commissioner to identify the value of the management initiative and how it aligns to the GWS, Bureau of the Fiscal Service and Treasury goals. Assist senior management and the Assistant Commissioner in the planning and development of GWS Operational Plan every year and distributes the Plan to all GWS personnel. Requirements

All newly appointed employees to the competitive (or excepted) service are subject to a probationary (or trial) period. You are encouraged to actively engage with your supervisor, seek feedback, and understand role expectations. Additional guidance and support will be provided during onboarding. Must successfully complete a background investigation. Periodic reinvestigation is required no later than five years after selection and at least every succeeding five years. Complete a Declaration for Federal Employment to determine your suitability for Federal employment, at the time requested by the agency. Have your salary sent to a financial institution of your choice by Direct Deposit/Electronic Funds Transfer. If you are a male applicant born after December 31, 1959, certify that you have registered with the Selective Service System or are exempt from having to do so. Go through a Personal Identity Verification (PIV) process that requires two forms of identification from the Form I-9. Federal law requires verification of the identity and employment eligibility of all new hires in the U.S. Obtain and use a Government-issued charge card for business-related travel. You must meet the following requirements within 30 days of the closing date of this announcement. The experience may have been gained in either the public, private sector or volunteer service. One year of experience refers to full-time work; part-time work is considered on a prorated basis. Specialized Experience for the GS-13, you must have one year (full 52 weeks) of specialized experience at a level of difficulty and responsibility equivalent to the GS-12 grade level in the Federal service. Specialized experience for this position is defined as: - Builds and maintains a framework to track and report cross organizational performance metrics; AND - Translates policy and activities into actionable plans to support organizational and team goals; AND - Reviews cross divisional information to identify interdependencies and provide recommendations. In addition to the above requirements, you must meet the following time-in-grade requirement, if applicable: For the GS-13, you must have been at the GS-12 level for 52 weeks. Time After Competitive Appointment: Candidates who are current Federal employees serving on a non-temporary competitive appointment must have served at least three months in that appointment.

You will be evaluated based on how well you meet the qualifications listed in this vacancy announcement.
