Classify SI use cases by impact, and set minimum practices for those that affect rights, safety, or public trust. Lead the technical portions of pre-deployment and ongoing impact assessments covering safety, bias and fairness, privacy, civil rights and civil liberties, security, environmental cost, and effects on Tribal nations and underserved communities. Design SI systems for meaningful human oversight, traceability, and the ability to intervene in, correct, or shut them down. Define technical escalation, incident response, and decommissioning procedures for SI failures or misuse. Provide technical analysis and evidence to support SI reporting, audits, and oversight requests, and participate in interagency SI technical working groups. Build, prototype, and review code and system designs to demonstrate how SI capabilities and responsible SI controls work in practice. Define and maintain the Department's target-state SI reference architecture, aligned with the DOI Enterprise Architecture and spanning AWS, Azure, and on-premises environments. Partner with the Chief Data Officer to ensure SI systems are built on high-quality, well-governed, authoritative data, with clear lineage, data rights, and privacy protections.
