Business Analyst

Job Title : Senior Business Analyst – Agile Requirements & Process Modeling Position Overview

Play a key role in improving public-facing IT services by translating business needs into clear requirements, actionable user stories, and practical process models. This position offers the opportunity to work closely with business stakeholders, IT teams, and senior management to shape project strategy, facilitate decision-making, and support technology enhancements for public use.

The successful candidate will serve as a liaison between IT and business stakeholders, helping define requirements, develop roadmaps, resolve competing priorities, and navigate organizational policies and practices. The role also contributes to broader business analysis activities and operational work requests across the supported organization.

What You'll Do / Key Responsibilities

• Serve as a liaison between IT teams and business stakeholders to support project needs and work requests.

• Facilitate stakeholder discussions and elicit, analyze, document, and model business processes and requirements.

• Support strategy development and requirements definition for planned enhancements and technology updates to public-facing applications.

• Develop and manage user stories for Agile development projects.

• Work directly with senior management to develop roadmaps, facilitate strategic discussions, build consensus, and resolve opposing positions.

• Help business stakeholders understand and navigate applicable IT policies, practices, constraints, and requirements.

• Promote excellent customer service and support organizational compliance with established IT policies and practices.

• Contribute to broader business analysis team activities and operational work requests.

• Adapt to changing assignments, priorities, and project direction while maintaining effective stakeholder relationships.

Required Qualifications

• Minimum of 7 years conducting business process review and requirements elicitation and documentation, including process modeling.

• Minimum of 5 years developing and/or managing user stories on Agile development projects.

• Minimum of 2 years working directly with senior management to facilitate discussions to determine strategy, develop roadmaps, and/or gain consensus to resolve opposing positions.

• Minimum of 2 years working on projects developing or implementing IT solutions for public use.

Preferred Qualifications

• Minimum of 2 years supporting the development of or compliance with statements of work and/or other work agreements or contracts.

• Minimum of 1 year working with programs governed by state and/or federal regulations.

• Bachelor's degree.
