Safety and Occupational Health Manager

Summary This is a Direct Hire Authority (DHA) solicitation utilizing the DHA for Certain Personnel of the DoD Workforce to recruit and appoint qualified candidates to positions in the competitive service. About the Position: Employee serves as the Safety and Occupational Health Manager for a Brigade-sized unit with responsibility for planning, managing and administering a safety and occupational health program. Responsibilities Ensure and/or perform periodic inspections, evaluations, and surveys of facilities, equipment, and safety management programs to identify deficiencies and variances to the standards. Oversee administration of the SDDC Explosive Safety Management Program (ESMP). Provide innovative analysis of high risk activities involving a wide variety of problems to include multimodal transportation carriers transporting high safety risk and classified materials. Prepare/Review Explosive Safety Site Waivers, Deviation Approval and Risk Acceptance Document (DARAD), and Exemptions for Command responsibility. Plan, organize, budget, coordinate and evaluate a fully developed safety and occupational health program and advise key managerial and executive personnel on courses of action to further the organization’s safety posture. Prepare supplements to instructions and manuals and develops specialized instructions defining mishap prevention, explosives handling, use and storage procedures and safe explosives transportation. Lead and participate on boards and/or working groups concerning HAZMAT and AE transportation safety. Provide authoritative guidance to DOD and non-DOD customers on HAZMAT and AE safety issues within the DTS. Specialized Experience: One year of specialized experience which includes: 1) evaluating compliance with hazardous materials and ammunition/explosives transportation safety requirements in one or more transportation modes, including highway and other surface transportation operations; 2) interpreting and applying DOD, DOT, and related regulatory requirements governing hazardous materials and explosive transportation; 3) reviewing hazardous materials accidents, incidents, or safety violations and recommending corrective actions to mitigate risk and prevent recurrence; 4) conducting inspections, evaluations, surveys, or risk assessments of transportation operations, facilities, equipment, or participating entities to identify deficiencies and ensure compliance with safety standards; AND 5) analyzing transportation safety information to support risk-based decisions affecting the movement of hazardous materials or explosives.
