Duties
The following are the duties of this position at the full working level. If this vacancy includes more than one grade and you are selected at a lower grade level, you will have the opportunity to learn to perform these duties and receive training to help you grow in this position. Plans and manages resource utilization, identifies needs for procedural or practice improvements, and recommends changes to enhance training effectiveness. Evaluates the impact of changing workload demands, staffing levels, and resource availability on training requirements and operational readiness. Coordinates both in-person and virtual training delivery through Adobe Connect and Microsoft Teams, including securing training space, instructors, equipment, course materials, and other required supplies. Prepares, monitors, and maintains the Functional Site Training Plan, ensuring management is informed of training needs identified through National Office work planning assumptions, mandatory training requirements, and other feedback sources. Federal experience is not required. Experience may have been gained in the public sector, private sector or through Volunteer Service. One year of experience refers to full-time work; part-timework is considered on a prorated basis. To ensure full credit for your work experience, please indicate dates of employment by month/day/year, and indicate number of hours worked per week, on your resume. You must meet the following requirements by the closing date of this announcement. SPECIALIZED EXPERIENCE GS-9: You must have one year of specialized experience at a level of difficulty and responsibility equivalent to the GS-07 grade level in the Federal service. Specialized experience for this position must include at least three (3) for the following: Interpreting program plans and determining impact of changes using experience with IRS Function, program, policies, regulations, and operations. to interpret procedural instructions, develop job aids and assist with training materials. Utilizing internal automated systems (i.e., IDRS, AMS, Microsoft Office Suite, Verint, National Quality Review System (NQRS), and (Embedded Quality Review System (EQRS)) to ensure data is maintained and disseminated to management. Working with training methods to identify problems and deliver subject matter in a classroom environment. Assists in the coordination of the functional site training plan by obtaining on- and off-site training space and providing training supplies to assigned cross-functional programs. Assists with providing recommendations to management on resolving program/project training gaps, including functional financial work (i.e., Work Planning & Control) data. Utilizing oral and written techniques to provide guidance and direction, and to facilitate discussions, including reports, recommending improvements and/or corrective action. OR Masters or equivalent degree that demonstrated the necessary knowledge, skills and abilities to do the work. OR Two full academic years of progressively higher level graduate education leading to a masters degree in a related field of study that demonstrated the necessary knowledge, skills and abilities to do the work. OR LL.B. or J.D., if related. OR A combination of qualifying graduate education and experience equivalent to that amount required SPECIALIZED EXPERIENCE GS-11: You must have one year of specialized experience at a level of difficulty and responsibility equivalent to the GS-09 grade level in the Federal service. Specialized experience for this position must include at least five (5) of the following: Interpreting program plans and determining impact of changes using experience with IRS Function, program, policies, regulations, and operations. to interpret procedural instructions, develop job aids and assist with training materials. Developing and presenting job aids and/or tax law training materials. Working with training objectives and policies to develop training procedures. Working with relevant systems (i.e., Integrated Data Retrieval System (IDRS), Account Management Services (AMS), Microsoft Office Suite, etc.) to review trends/issues to identify training needs and/or skill gaps. Identifying and resolving problems regarding organizational procedures, functional programs, operations, and processes. Analyzing and evaluating methods and techniques, including statistical process control measures, extracting pertinent data and collaborating between operational programs and management. Utilizing oral and written techniques to provide guidance and direction, and to facilitate discussions, including reports, recommending improvements and/or corrective action OR PH.D or equivalent doctoral degree that demonstrated the necessary knowledge, skills and abilities to do the work. OR Three full academic years of progressively higher level graduate education leading to a doctoral degree in a related field of study that demonstrated the necessary knowledge, skills and abilities to do the work. OR LL.M., if related. OR A combination of qualifying graduate education and experience equivalent to that amount required AND You must also meet the following requirement(s): TIME AFTER COMPETITIVE APPOINTMENT (TACA): Current civilian employees must have completed at least 90 days of federal civilian service since their latest non-temporary appointment from a competitive referral certificate, known as time after competitive appointment. For this requirement, a competitive appointment is one where you applied to and were appointed from an announcement open to "All US Citizens". TIME IN GRADE (TIG): For positions above the GS-05, applicants must meet applicable time-in-grade requirements to be considered eligible. One year (52 weeks) at the next lower grade level is required to meet the time-in-grade requirements for the grade you are applying for. For positions at the GS-5, you cannot advance to the GS-05 if you have held a GS-02 in the past 52 weeks. There is no TIG restriction for GS-02, 03, or 04 positions. Education
A college or university degree generally must be from an accredited (or pre-accredited) college or university recognized by the U.S. Department of Education. You must show proof the education credentials have been deemed to be at least equivalent to that gained in conventional U.S. education program.
