Full job description
The Business Systems Analyst III serves as the senior liaison between business stakeholders and technical delivery teams for AzureDevOps enabled process improvement and enterprise workflow initiatives in a regulated federal IT environment. The role leads discovery, analysis, validation, and prioritization of business, functional, data, and reporting requirements to support practical, traceable solutions.
This position translates current-state and future-state workflows into user stories, acceptance criteria, process flows, functional specifications, and Agile backlog items. The analyst partners with product owners, developers, testers, and operational stakeholders through design, sprint planning, testing, release readiness, and post-implementation validation to ensure delivered solutions meet intended business outcomes.
Key Responsibilities

Lead stakeholder interviews, requirements workshops, process-mapping sessions, and decision meetings to identify business needs, policy constraints, process gaps, and technical feasibility considerations.

Analyze current-state workflows to identify bottlenecks, control gaps, rework, handoff issues, reporting needs, and opportunities for workflow automation or process improvement.

Develop clear, traceable business and functional requirements, including user stories, use cases, acceptance criteria, business rules, data requirements, process diagrams, and functional specifications.

Translate stakeholder needs into prioritized Agile backlog items and support backlog refinement, sprint planning, sprint reviews, and requirements change management activities.

Use Azure DevOps to document and manage epics, features, user stories, tasks, defects, acceptance criteria, dependencies, delivery status, and end-to-end requirements traceability.

Partner with technical teams to clarify solution behavior, data and integration impacts, configuration-versus-customization decisions, and nonfunctional requirements related to security, auditability, usability, and performance.

Define business test scenarios, support user acceptance testing, validate delivered functionality against approved acceptance criteria, document defects, and confirm business readiness for production release.

Apply AI-enabled productivity tools responsibly to draft, refine, and analyze requirements while protecting controlled information and maintaining appropriate human review, accuracy, traceability, and approval controls.
Required Qualifications

Bachelor’s degree in Business Administration, Information Systems, Information Technology, Computer Science, or a related discipline; equivalent relevant experience may be considered.

Six or more years of progressively responsible business systems analysis experience, including requirements elicitation, process analysis, workflow design, and stakeholder engagement.

Demonstrated experience working in Agile delivery environments, including backlog refinement, sprint planning, user-story development, acceptance-criteria definition, and delivery validation.

Hands-on experience using Jira, Agile, or Azure DevOps to manage epics, features, user stories, tasks, defects, dependencies, and delivery status.

Demonstrated ability to facilitate requirements workshops, stakeholder interviews, process-mapping sessions, and decision meetings involving operational, policy, and technical stakeholders.

Experience developing traceable business requirements, functional requirements, process flows, business rules, data requirements, test scenarios, and acceptance criteria.

Ability to obtain and maintain a Public Trust background investigation; U.S. citizenship is required.
Preferred Qualifications
-
IIBA ECBA, CCBA, CBAP, PMI-PBA, Scrum, SAFe, ITIL, Lean, or Six Sigma certification.

Experience supporting enterprise workflow, case-management, or service-management platforms in a federal or similarly regulated environment.

Experience applying responsible AI-enabled productivity tools to requirements analysis, documentation, and quality review activities.
Compensation Ranges
Compensation ranges for ASM Research positions vary depending on multiple factors; including but not limited to, location, skill set, level of education, certifications, client requirements, contract-specific affordability, government clearance and investigation level, and years of experience. The compensation displayed for this role is a general guideline based on these factors and is unique to each role. Monetary compensation is one component of ASM's overall compensation and benefits package for employees.
