The Fairfax County Park Authority (FCPA) is seeking an experienced POS Systems Administrator (Business Analyst III) to be a part of one of the most highly regarded park systems in the country. With more than 25,000 acres of parkland, nine Rec Centers, eight golf courses, three lakefront parks, and more, FCPA is an exciting organization to be a part of and there are many opportunities for staff to make a difference at every level.

Under supervision of the Revenue Applications Manager, oversees and supports the Park Authority’s revenue collecting systems by managing system functionality, integrations, configuration, and data integrity. Leads the implementation, testing, and validation of system enhancements and software modifications. Serves as the primary technical liaison with vendors to ensure system performance aligns with operational requirements. Works closely with the Business Operations Analyst to ensure system capabilities effectively support operational workflows and program needs. Maintains system documentation, business rules, and technical processes, and facilitates end user support and training. Enhances system data capture and reporting capability to support informed business decision making and future technology needs. Ensures all agency revenue collecting systems meet regulatory requirements, such as PCI-DDS compliance, and adhere to all county and agency Security and IT policies.

Key responsibilities: • Manages day to day functionality of the Park Authority’s revenue collection systems, ensuring all modules, integrations, and interfaces operate reliably and efficiently across multiple business units.

  • Oversees and maintains system configuration, including user roles, permissions, workflows, payment settings, business rules, revenue categories, and reporting structures.
  • Troubleshoots issues with all components of the POS system including cloud-based and on-prem applications and platforms, system integrations, wired and wireless network infrastructure and communications, and mobile and desktop hardware and peripherals.
  • Monitors system data quality and integrity by performing regular audits, identifying anomalies, and implementing corrective measures to ensure accurate financial and operational reporting.
  • Leads the evaluation, implementation, testing, and validation of system updates, enhancements, patches, and vendor provided software modifications, ensuring minimal disruption to operations.
  • Serves as the primary technical liaison between the Park Authority and external vendors, communicating requirements, tracking issues, coordinating development timelines, and validating delivered solutions.
  • Collaborates closely with the business operations analyst to align system capabilities with operational workflows, program design needs, customer experience goals, and long-term business planning.
  • Develops and maintains comprehensive system documentation, including configuration records, business rules, SOPs, integration maps, test scripts, troubleshooting guides, and version histories.
  • Coordinates compliance activities to ensure all revenue systems meet PCI DSS standards, county security requirements, agency technology policies, and audit expectations.
  • Supports long term planning for revenue technology modernization by evaluating emerging solutions, conducting gap analyses, documenting business requirements, and assisting with procurement processes.

  • Works closely with technical project leader to coordinate technical resources and directs functional design and implementation;
  • Interacts with representatives from other agencies on system-related issues and scheduling of system priorities;
  • Identifies and tests system enhancements;
  • Defines and maintains system administration documentation;
  • Organize and direct system user groups;
  • Monitors system performance and performs ongoing analysis to determine most efficient and effective means to operate the system;
  • Provides assistance to system users;
  • Develops conceptual approaches to satisfy user requirements;
  • Oversees user acceptance testing;
  • Evaluates new technology for applicability and enhanced effectiveness;
  • Develops strategic plans to ensure solutions comply with established standards;
  • Evaluates and prioritizes requests for new requirements, modifications, and enhancements to existing systems;
  • Establishes priorities and timetables for system-related projects;
  • May supervise other employees on a recurring or project basis;
  • Generates reports to meet special agency needs;
  • Acts as intermediary between users and technical staff to resolve problems;
  • Participates in developing user training manual;
  • Provides training to users;
  • Works closely with agency IT technical staff and/or serves as agency liaison with the
  • Department of Information Technology;
  • Develops and provides technical briefings for staff on new services and system components;
  • Provides technical support and training to users of installed software;
  • Attends training workshops, product demonstrations, conferences, technical briefings, and conventions;
  • Stays abreast of technology changes;
  • Provides assistance to other staff as needed;
  • Serves on committees and task forces and undertakes special projects as assigned.

  • Considerable knowledge of the capabilities of information technology software, hardware, and network communication technology;
  • Considerable knowledge of the capabilities of various computer platforms functioning in centralized, distributed, client server, and stand-alone environments;
  • Considerable knowledge of effective processes, methods, techniques to analyze and evaluate business operations;
  • Knowledge of effective project management methods, practices and techniques;
  • Knowledge of effective supervisory methods, practices, and techniques (required for some positions);
  • Ability to analyze and evaluate administrative processes and procedures for automation purposes;
  • Ability to conduct research into new information technology;
  • Ability to train employees in the use of hardware and software;
  • Ability to prepare user manuals;
  • Ability to translate technical terminology into terms understandable to management and employees;
  • Ability to establish and maintain effective business relationships.

MINIMUM QUALIFICATIONS: Any combination of education, experience, and training equivalent to the following: (Click on the aforementioned link to learn how Fairfax County interprets equivalencies for "Any combination, experience, and training equivalent to") Bachelor's degree in business, computer science or a field related to the department where the IT services are being used: plus, four years of experience analyzing business processes and/or developing/maintaining the main business system, technical platform or a related system.

PREFERRED QUALIFICATIONS:• Experience working with vendors, including large scale implementation, release planning, troubleshooting escalation, and acceptance testing.

  • Hands on experience conducting formal testing (functional, regression, UAT, performance), writing test scenarios, documenting results, and coordinating remediation.
  • Knowledge of industry standards for financial and payment security, including PCI DSS compliance principles, data handling requirements, encryption concepts, and secure access protocols.
  • Strong communication skills with the ability to collaborate effectively with IT teams, operational staff, leadership, vendors, and other county partners.
  • Experience designing, configuring, and maintaining integrations between revenue systems, financial platforms and operational applications.
  • Strong understanding and experience working with API concepts, including endpoints, authentication, payload formats, rate limits, versioning, and error handling and system architecture diagrams and data flow documentation.

NECESSARY SPECIAL REQUIREMENTS: The appointee to this position will be required to complete a criminal background check to the satisfaction of the employer.
