Job Description:
Parsons is seeking a Senior Cost Analyst to join our Owner’s Advisor team supporting the Medical Enlisted Training Campus (METC) Recapitalization Program at Joint Base San Antonio–Fort Sam Houston. This mission-critical initiative will deliver five modern dormitory facilities for up to 6,000 joint-service medical students and the associated infrastructure.
Working alongside government leaders, military stakeholders, designers, and contractors, you will help manage risk, protect the government’s interests, and support the successful delivery of a high-profile Progressive Design-Build program. This is a unique opportunity to contribute to a landmark campus, advance innovative delivery methods, and help shape the future of large-scale Air Force infrastructure programs.
What You'll Be Doing:
-
Serves as the Owner’s Advisor’s independent commercial and cost-management resource for the METC program.
-
This position provides AFCEC with decision-grade validation of design-builder pricing, GMP development, contingency, escalation, allowances, change exposure, and commercial risk throughout design, procurement, modular fabrication, construction, commissioning, and closeout.
-
Develop and maintain independent cost estimates and benchmarks to validate Design-Builder pricing throughout design development and GMP formation.
-
Perform detailed, open-book review of GMP submissions, including subcontractor bids, supplier quotations, labor, equipment, material, general conditions, fee, allowances, escalation, contingency, and other commercial assumptions.
-
Evaluate the complete factory-to-site cost chain, including module fabrication, transportation, storage, staging, craning, installation, field connections, site work, utilities, temporary facilities, and other interface costs to identify scope gaps or duplication.
-
Assess design, construction, market, procurement, logistics, schedule, and commercial risks and evaluate whether proposed contingencies are appropriately quantified, allocated, and retired as uncertainty decreases.
-
Maintain an independent estimate-at-completion and identify emerging cost trends, potential overruns, contingency drawdown, escalation exposure, and forecast variance.
What Required Skills You'll Bring:
-
Bachelor’s degree in engineering, construction management, architecture, quantity surveying, finance, business, or a related discipline.
-
10+ years of progressively responsible estimating, cost engineering, commercial management, or construction cost-control experience.
-
Demonstrated experience developing or independently reviewing GMPs, design-build pricing, open-book estimates, subcontractor bid packages, and major construction change proposals.
-
Demonstrated ability to analyze contingency, escalation, allowances, general conditions, fee, procurement risk, and cost uncertainty.
-
Ability to independently challenge contractor assumptions and communicate findings clearly to senior Government and program leadership.
-
Ability to obtain and maintain unescorted access to JBSA Fort Sam Houston.
-
Ability to communicate effectively, maintain accurate records, collaborate across disciplines, and handle project information in approved systems.
-
Ability to maintain a one team mentality amongst all stakeholders.
What Desired Skills You'll Bring:
-
Experience supporting DoD, USACE, AFCEC, GSA, DOE, or other federal owner organizations.
-
Experience with modular, volumetric, prefabricated, or DfMA-based construction.
-
Familiarity with RSMeans, MCACES/MII, Primavera P6, Kahua or comparable PMIS platforms, and construction cost databases.
-
Experience supporting accelerated design-build programs where GMP development occurs concurrently with design advancement and early procurement.
Security Clearance Requirement:
None
