Summary

This position is located in Division of Staffing Operations. The supervisor is Kelly Barrie. This position is not subject to Confidential Financial Disclosure reporting requirements. This position is not subject to security ownership restriction reporting requirements

Duties

As a Human Resources Specialist, provides routine advice, guidance, and assistance to employees, supervisors, and managers in the areas of employment, staffing, merit selection, position evaluation, pay setting, awards, performance management, and employee benefits. The incumbent performs routine assignments independently. The incumbent consults with the Branch Chief on difficult assignments or those performed for the first time to ensure adherence to agency human resources policies, procedures and practices.Such duties include but are not limited to: Provides responsive advice and assistance to management on a range of human resources issues and problems. Serves as the primary initial contact with employees and attempts to resolve routine personnel and payroll problems based on existing NRC and/or OPM directives. Researches the more complex or unusual cases and makes a recommendation to the Branch Chief. Under the guidance of the Branch Chief, holds discussions with management and supervisory officials to plan, promote, and implement human resources management functions based on organizational needs; to develop a better understanding and appreciation for effective human resources concepts and practices; and to explain revised human resources policies and procedures. Provides day-to-day staffing services for agency staff and managers. Determines, together with selecting officials, qualifications requirements and other important employment aspects. Prepares and disseminates vacancy announcements. Certifies appropriate candidates and makes formal employment offers. Evaluates personnel action requests including promotions, reassignments, and separations. Consults with and advises agency staff and management on matters pertaining to salaries. Ensures that information relative to assigned actions is input into agency databases (e.g., Federal Personnel Payroll System (FPPS); Talent Acquisition System (USA Staffing); Workforce Transformation Tracking System/Entrance on Duty System (WTTS/EODS) and that the information is updated and maintained as required. Provides input for critical agency reports (e.g., Biweekly Staffing Projections, EOD/Loss report, etc. Requirements

GG-11: To be eligible at the GG-11 level, you must meet at least ONE of the following conditions, as defined below: Specialized Experience, Education, OR a combination of Specialized Experience and Education. SPECIALIZED EXPERIENCE for the GG-11 grade level is at least one year of specialized experience at the GG/GS-09 in the Federal service or equivalent experience in the private or public sector as defined below: Providing management advisory services on matters related to staffing, recruitment, or talent acquisition. Utilizing automated talent acquisition systems to post job announcements. Applying Federal HR policies, regulations and laws in staffing or recruitment. Processing or reviewing personnel actions to ensure compliance with federal staffing regulations. OR EDUCATION: One of the following types of education in a related field (e.g., Human Resources, Business Administration): a Ph.D. or equivalent doctorate degree; OR 3 full years of progressively higher-level graduate education leading to such a degree; OR LL.M., if related. Education at the graduate level must be in an accredited college or university and must demonstrate the knowledge, skills, and abilities necessary to perform the duties of the position. OR Combining Education and Experience: Combinations of successfully completed graduate education and experience may be used to meet total qualification requirements. In order to qualify based on a combination, graduate education must be in excess of 2 full years. GS-12: To qualify for this position, you must have at least one year of specialized experience at the GG/GS-11 in the Federal service or equivalent experience in the private or public sector. SPECIALIZED EXPERIENCE is defined as: Providing management advisory services on matters related to staffing, recruitment, or talent acquisition. Utilizing automated talent acquisition systems to post job announcements and issue certificate lists. Interpreting and applying Federal HR policies, regulations and laws in staffing or recruitment. Processing or reviewing personnel actions to ensure compliance with federal staffing regulations. A description of how you possess the specialized experience must be addressed in your resume. Education

If qualifying based on education substitution, you must include an unofficial or official copy of your college and/or university transcripts with your application. Education must be from an accredited (or pre-accredited) college or university recognized by the U.S. Department of Education. If you have multiple degrees (e.g., BS, MS, PhD) please submit transcripts for each degree. FOREIGN EDUCATION: Education completed in foreign colleges or universities may be used to meet the requirements. You must show proof the education credentials have been deemed to be at least equivalent to that gained in a conventional U.S. education program.
